Er ... that wasnt the issue.
Sure she was in the wrong place, but she was also an unarmed 11-year-old girl killed by a soldier who was not threatened by her. The IDF needs to quit defending the guy who killed her and determine if in fact this met their 'rules of engagement'.
Other soldiers there say it was not the right response, and noted that the girl was apparently scared and confused. This was a very unfortunate incident and trying to justify it is IMHO inferior response to determining how to avoid it (while maintaining needed security).
This is like those cases we are finding in Iraq. We have been charging some soldiers with murder in cases where they killed Iraqi civilians outside the rules of engagement.
In one case, soldiers threw an Iraqi in a river and he drowned.
