Wow... I hope you can get through to someone about her. That's really a sad story if it turns out to be the same person. Keep us updated on what you find out, please. I think prayers are in order for this girl, instead of teasing. If the missing person's report is indeed her then her idiot father let her do this to herself when she was 14-15 yrs. old! I'd probably be drinking too!

I work at a tattoo shop. I don't think those are real tattoos for a number of reasons.
1- 18 is very young to be getting tattoos like this, on your face. Even the most stupid heavily tattooed people I know get their hands and face tattooed LAST.
2- Yes there are a lot of scumbags in this world, especially the tattoo world, but a lot of guys have families, sisters, daughters, and I don't think they would tattoo an 18 year old girl's face like this.
3- those really don't look like tattoos, they look like marker or pen to me.

The missing persons report you posted said that she had a tattoo of a dragon on her back, however the police report you just posted from Smoking Gun does mention "numerous facial tattoos".
Based on my experience, while it is not impossible, it is highly doubtful. However the dragon tattoo, done at age 15 or younger, might make it more likely. I still do not think, based on the photo, that those are tattoos on her face. If so, they certainly were not performed by someone using modern tattoo equipment and pigments, and in posession of any amount of skill. If they in fact ARE tattoos, it was most likely done by some gutter punk kid, with crappy, most likely either stolen or improvised equipment, and irregular mediums such as magic marker instead of tattoo pigments.
At the shop I work at, we get calls all the time from parents, wanting to know if they come down and "sign a form", their 16 year old kid can get tattooed. The owner and his right-hand man have kids, I have heard them both invite the caller down to beat the hell out of them for being so stupid (everyone else simply informs the callers of NYS Law).
All this tattoo talk reminds me that I'm getting my arm worked on tonight :-)
