Interstates numbers are to increase from west to east. If the extension through southern Indiana is named I-69, then 69 will be west of I-65, a direct violation.Not in every case. I-85 is west of I-75 from Atlanta south to Montgomery, Ala. I 59 is east of I 65 from Birmingham to Chattanooga.
The Blue states do it as well. I 89 is east of I 91 for its run through New Hampshire.

Actually, there is an I-77 running from Cleveland, through Charlotte, to at least Columbia SC.
As for I-69, it starts off as an east-west highway in Michigan, then goes north-south as it goes around Lansing. Where it crosses/merges with I-96. I kid you not.

I like Hostettler, but this is ridiculous, and it isn't unprecidented. I-71 in Ohio(Columbus) goes East of I-75(Toledo).
I-69 travels Southwest as well and would still be East of I-65 in 90% of the Indiana. It also goes East in Michigan from Lansing to Port Huron even though most odd number highways go North South and not East West.

Damn. That fooled me.
That said Exit 69 on I-75 in Michigan is Big Beaver Rd. Not a joke.
I-69 and I-96 intersect as well.

I live near a highway that used to Route 69 but they had to change it to 235. It cost too much to keep replacing the signs. They also renamed my road 239 because a church was built on it. I still use the address.. Helltown Rd.
