Have always found AS to tear apart any rumor, take a look see at what they are saying, they are not buying the rumor

http://www.abovetopsecret.com/forum/thread105671/pg1

Noteworthy finds:

In recent weeks the Houston 911 system has undergone massive upgrades but is still a complete mess. It fails on a regular basis 12 hours at a time. These is also significant bio-war research in this area and NASA is a large communications center. Many oil refineries and gasoline production would be affected. Interesting info...........

More thoughts......much of Ft Hoods Armor capability goes through Houston. Deployments would be affected also.

The more that I read posts like this, the more that I suspect it is actually the work of the liberal left.

Then, if a real catastrophe materializes, they can always say Bush distracted us on purpose.

NOTE: On this one I agree IMHO, I heard on liberal radio last night that 'if' an attack does occur at least this time we know 'who' to blame. The libs would pull something as Becky above stated.

Not sure about the dependability of Rumor Mill?

Many municipal 911 systems are getting upgrades to handle the E911 mandate. E911 provides the capacity to locate a 911 call from a cell phone via A-GPS or TDOA provided by the cell carrier. The municipal 911 software must be upgraded to fetch E911 location information. The normal 911 for landline phones is sourced from telephone company premises/billing records. The original 911 software was very mature and stable. E911 is forcing an upgrade and the instability that comes with a new software release.

Houston would be a high value target without the 911 system problems. In a large scale emergency, 911 is laughable anyway. The volume of calls will be far greater than the 911 operators can field in a reasonable time frame. Dispatchable resources will be rapidly committed and exhausted. My wife has been a 911 dispatcher for 10 years. She's very good at her job. We have 2 ambulances to cover a population of 60,000 people.
