The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

That could be the pitiful lament we hear from negligent U.S. officials if Al Qaeda pulls off an attack on the United States using weapons of mass destruction smuggled across our southern frontier.

Were that horrendous event to happen, leaders in the administration and Congress would be justly hit with the same question that was perhaps unjustly cast at them and their predecessors after the unprecedented Sept. 11, 2001, terrorist attacks: Why didn't they connect the dots?

Yeah, my house is in the "sometime" flight path, depending on which runways they're using/which way the wind is blowing.

And my temporary work assignment is at the Nashville Airport postal facility; the building literally sits on the edge of the tarmac. (My regular duty station is about a half-mile away at the upper end of the main runway.)

It's a good thing I like planes :)

Is Bin Laden Soul-Searching Or Just Changing Tactics?


This week, Osama bin Laden's brother Yeslam launched a perfume in Paris that he had developed a few years ago, but held off on releasing due to the antics of his younger, more infamous brother. "I expect people out of curiosity will try it," said the Geneva-based Yeslam, "and they will find the smell out of this world." The timing of Yeslam's perfume launch was overshadowed, however, by a videotaped speech by Osama that had a dose of perfume of its own.

Sober, unarmed, and without the Islamic rhetoric that powered previous speeches, bin Laden almost seemed like he was trying to convince himself of the reasons why he committed the acts of 9/11, even as he directly admitted his involvement for the first time (finally - would you conspiracy theorists please go away?).

Some think that bin Laden is vying for attention after being discredited in much of the Muslim world, which has had enough of attacks in Islamic countries done in al-Qaida's name.

"Part of what bin Laden is trying to do is fill the vacuum of leadership in the Muslim world," says Bruce Hoffman, a terrorism expert at the RAND Corporation.

"Part of his game is to portray himself as a statesman." The trouble is, the "new" bin Laden might attract new followers who buy into his new tone (indeed, 65% of Pakistanis had a favorable view of the man even before the latest statement).

He is apparently feeling safe enough to send envoys to Gulf states looking for donations for his cause. bin Laden's "good cop" speech was balanced by a ranting "bad cop" video made by someone calling himself "Azzam the American" - widely believed to be Adam Gadahn/Pearleman, a convert to Islam who slugged the imam at his mosque for opposing his extremism.

Osama bin Laden's discarding of Islamic justification in his speech coincided with an effort by Muslim intellectuals from 23 countries who signed a petition to the United Nations calling for an international treaty to ban the use of religion for incitement to violence.

"There are individuals in the Muslim world who pose as clerics and issue death sentences against those they disagree with," says Shakir Al-Nablusi, a Jordanian academic and one of the signatories. "These individuals give Islam a bad name and foster hatred among civilizations."

U.S. Route 219 South Still Closed Near Grampian
Closure in place indefinitely

U.S. Route 219 South, between Grampian and Mahaffey remains closed indefinitely, according to PennDOT District 2. The road has been closed since Wednesday night, November 24th. The closure has been made necessary due to a slick and slippery condition on the road, near the small village of Curry Run. PennDOT is working with the Pennsylvania Department of Environmental Protection to identify the substance. Once the substance has been identified, PennDOT will be able to treat and clean the road and open it back up to traffic.

In cooperation with PennDOT, the Pennsylvania State Police are patrolling the road and issuing citations to motorists who violate the closure barricades. Only residents of the affected area are being permitted to travel through any part of the closure. All other motorists are being directed to follow the posted detour. Southbound traffic is being detoured in Grampian to U. S. Route 219 North, to State Route 410 West to U.S. Route 119 South to State Route 36 South to U.S. Route 219 South. Northbound traffic will follow the detour in the opposite direction. The northbound detour begins near the village of McGees Mills.

I never knew that cell phones could get a virus!

The current models of cell phones have embedded operating systems and the ability to host user applications. They also have nice connectivity via a variety of messaging protocols (SMS, EMS, raw TCP/IP sockets) that can easily move data. That is all you need to cook up a virus, worm or trojan. Most personal computer operating systems are supported by big software vendors with anti-virus products that are kept up to date. The cell phone industry is way behind the curve on this issue. Worse, the market for tools of that variety is very small. Few people will spend the money, thus the tools will be scarce and expensive.

I witnessed multiple cell phone owners at a mall kiosk with complaints about phones that were damaged by a virus. The usual "fix" is to ditch the damaged phone and upgrade to a new and different model.

This Travel Warning is being issued to remind American citizens of ongoing safety and security concerns in Kenya. This supersedes the Travel Warning of May 21, 2004.


Due to ongoing security concerns, the Department urges Americans to consider carefully the risks of travel to Kenya at this time. The Department recommends that private American citizens in Kenya evaluate their personal security situation in light of the current terrorist threat.


The U.S. Government continues to receive indications of terrorist threats in the region aimed at American and Western interests. Terrorism poses a continuing threat in Kenya and throughout East Africa. Terrorist actions may include suicide operations, bombings, kidnappings, or attacks on civil aviation. U.S. citizens should be aware of the risk of indiscriminate attacks on civilian targets in public places including tourist sites and locations where westerners are known to congregate, as well as commercial operations associated with U.S. or other Western interests.


American citizens resident in or traveling to Kenya should remain vigilant, particularly in public places frequented by foreigners such as hotels, shopping malls, restaurants, and places of worship, and should also avoid demonstrations and large crowds. In particular, there is a continuing threat against westerners in the capital, Nairobi, and the coastal region.


U.S. citizens in or traveling to Kenya should consult the Department of State’s Consular Information Sheet for Kenya, the East Africa Public Announcement, and the Worldwide Caution Public Announcement, which are available via the Internet at http://travel.state.gov. American citizens may obtain up-to-date information on security conditions by calling 1-888-407-4747 toll-free in the United States or 317-472-2328 from overseas.


Americans living or traveling in Kenya are encouraged to register with the nearest U.S. Embassy or Consulate through the State Department’s travel registration website, https://travelregistration.state.gov, and obtain updated information on travel and security within Kenya.
