The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

That could be the pitiful lament we hear from negligent U.S. officials if Al Qaeda pulls off an attack on the United States using weapons of mass destruction smuggled across our southern frontier.

Were that horrendous event to happen, leaders in the administration and Congress would be justly hit with the same question that was perhaps unjustly cast at them and their predecessors after the unprecedented Sept. 11, 2001, terrorist attacks: Why didn't they connect the dots?

On other issues, the CIA report states that:


•Syria is developing a nuclear research center at Dayr Al Hajar and "we are monitoring Syrian nuclear intentions with concern."
•Syria's missile program received support from North Korea and Iran.


•Syria has chemical nerve agents and is developing more toxic and persistent nerve weapons.


•A Pakistani nuclear engineer, Bashir al-Din Mahmood, discussed nuclear weapons development with al Qaeda leader Osama bin Laden and may have provided assistance to the terror group.
•Russia is playing a key role in building nuclear power reactors in Iran, China and India.


•Russian companies supplied missile equipment and know-how to Iran, India and China, and were instrumental in speeding up Iran's Shahab-3 medium-range missile.
•Russia has failed to tighten controls on exports of weapons and weapons-related goods.


•Iran bought dual-use military and commercial goods from Western European states, as did Pakistan and India, and North Korea sought uranium enrichment material from Western European states.
The European states were not identified, but other officials have said supplier nations include France and Germany.
The report also states there is "growing concern" among U.S. intelligence agencies that ingredients for weapons of mass destruction will continue to be sold by "nonstate actors."

What a tangled web...

Add the Chinese AND the terrorists whose tentacles are wound tightly in this mix and it becomes clear that not protecting our borders is ludicrous and just plain asking for trouble we may not be able to handle unless we get it under control NOW.

RELIGIOUS HATE LAW COMES BEFORE BRITISH PARLIAMENT: BARNABAS FUND EXPRESSES SERIOUS CONCERN

LONDON, UK  (ANS) -- The UK-based Barnabas Fund, which exists to assist persecuted Christian minorities by prayer and practical support, has again expressed grave reservations about laws banning incitement to religious hatred which received their first reading in the British House of Commons on Wednesday November 24.

The laws have been introduced as a small part of the Serious Organised Crime and Police Bill the bulk of which deals with the setting up of a Serious Organised Crime Agency, measures extending police powers and introducing new crimes.

“The bill proposes extending existing laws which already ban incitement to racial hatred to cover religious hatred as well,” said a Barnabas Fund spokesperson. “The government argues that the law is needed to prevent far-right racist groups and extremists of all religions whipping up hatred against the followers of other faiths. However, we at Barnabas Fund, like many journalists, senior lawyers, MPs, peers, human rights groups, civil liberties organizations, church leaders and Christian organizations is seriously concerned that far from achieving this laudable aim the law will instead effectively end up banning all legitimate criticism of another's religion.

“There is a fear that those who speak out on behalf of people who suffer as a result of particular religious teachings, such as Muslims who convert to another faith (who should be executed according to Islamic law) or Dalits (treated as ‘untouchables’ in the traditional Hindu caste system), could be silenced. At least one senior barrister has argued that if such a law had been in place fifteen years ago, instead of protecting Salman Rushdie from extremist Muslims who sought his life for writing The Satanic Verses, the government could have prosecuted him themselves.”

COULD BE LAW WITHIN MONTHS

The bill was announced in the Queen's Speech on Tuesday November 23. The next day it received its first reading in the House of Commons indicating that it is at the top of the government's list of priorities and they intend to make sure it comes into law before the election, widely expected to be held in May 2005. The bill will have its second reading on 7 December when it will be debated for the first time.

“Many observers suspect that the clauses on incitement to religious hatred were included in this otherwise unrelated bill to help the government get this controversial issue through parliament,” the spokesperson continued. “Pressure will be put on MPs not to risk losing the whole bill, which contains many other matters that many MPs consider important and necessary, by delaying it arguing over one tiny part.”

CALL FOR ACTION

Speaking from Barnabas Fund's head office in Pewsey, Wiltshire, Dr Patrick Sookhdeo, International Director of the Fund said, "We are extremely concerned about this law and its possible implications for free speech. It is disappointing that the government has tried to introduce these measures as part of a much larger unrelated bill rather than allowing proper parliamentary space for them to be debated on their own merits." Barnabas Fund is calling on its supporters to write to their MPs to register concern about these proposals and to urge them to give careful consideration to the section of the bill relating to incitement of religious hatred. The Fund is calling for the bill not be passed into law without a proper debate about whether the section relating to incitement of religious hatred should be included or removed.

The bill proposes extending parts of the existing 1986 Public Order Act which bans incitement to racial hatred to also cover incitement to religious hatred as well.

The clauses relating to introducing laws banning incitement to religious hatred are tucked away in the second part of the Serious Organised Crime and Police Bill on pages 178 - 180.

Slightly off topic. I've been seeing a number of articles like the above out of European countries over the past several months. I believe this can only culminate in an eventual, dramatic shift towards a more conservative European philosophy, as well as a draconian solution to current immigration issues worldwide. This will have direct implications for the WOT in the future.

Report: FBI Finds Link Between 9/11, Madrid Bombs

MADRID (Reuters) - The FBI has established the clearest link yet between the March 11 Madrid train bombings and the Sept. 11, 2001, attacks on the United States, a Spanish newspaper reported Sunday.

The FBI has told Spanish investigators that one of three men believed to have planned the Sept. 11 attacks from Spain in the summer of 2001 also gave the order to carry out the Madrid blasts, the newspaper ABC reported.

The train bombings killed 191 people and wounded 1,900 three days before a general election. In videotapes, the bombers claimed the attacks in the name of al Qaeda in Europe and said they were in revenge for Spain sending troops to Iraq and Afghanistan (news - web sites).

Investigators have long concluded that the Sept. 11 attacks were partially planned in Spain in July 2001.

Hijacker Mohammed Atta, believed to have piloted one of the airliners that crashed into New York's World Trade Center, visited Spain two months before the attacks and met two men.

One was Ramzi bin al-Shaibah, who is being held by U.S. authorities, while the other was unidentified.

ABC said investigators now believe that third man was the one who in December 2003 activated the Qaeda cell that carried out the March 11 attacks, which Spaniards call "our Sept. 11."

ABC said investigators had narrowed his identity down to three candidates and believed he was a lieutenant of Mustafa Setmarian, increasingly considered to have been a leader of the Madrid train bombers and who may have held a leadership role for al Qaeda in Europe.

Setmarian, aged 45 and of Syrian origin, was already wanted as part of a separate investigation into Islamic militant activity in Spain and is the subject of a Spanish wanted notice issued through Interpol.

The State Department said on Nov. 18 it was offering a $5 million reward for information leading to the capture of Setmarian, also known as Mustafa Setmariam Nasar or Abu Musab al-Suri. It described him as an al Qaeda member and former trainer at "terrorist camps" in Afghanistan.

Some 30 people are in custody or under court supervision for the train bombings for which one minor has so far been convicted. Seven prime suspects are dead and two or three other suspected collaborators remain at large.

A) Everyone, including our team, has supplied arms to 'Arab/Muslims' at some time or another

B) The Libyan nuke consortium project was funded by Saudi Arabia, brokered by Egypt, facilitated by Iraqi intel, with Pak technology and workers. I understand some Chinese engineers were minimally involved, but were subcontracted by Pak. Generally, it was an 'all-Islam' effort.

C) China is behind NK nuke. Concur.

D) NK tech to Iran. Concur.

E) I do not believe that China is conducting a proxy war at present, nor is heavily involved in proxy politics, excepting NK and areas of Central Africa and South America. However, they are definately positioning themselves to be players in a global conflict of some sort. Their current financial situation, IMO, is likely to cause them to start something sooner than later, probably with Russia or India.

Finally, China is having its own problems with Islamic Fundamentalism in its western provinces. Ergo, it would be a politically difficult thing to simultaneously fight and support an identified enemy, even if the target was Russia with whom I suspect the PLA will eventually pick a fight with anyway.
