A new director was named Tuesday for Canada's spy service, which has been without a permanent head since Ward Elcock ended his 10-year term in the spring.
Prime Minister Paul Martin said Tuesday that the Canadian Security and Intelligence Service will be headed by Jim Judd, who has formerly served as the highest-ranking bureaucrat with the Department of National Defence.
Coincidentally, Mr. Elcock was named in August to the defence post Mr. Judd once held.
"Jim Judd brings proven and sound leadership to his new position," Mr. Martin said in a statement.
"His unique combination of foreign and defence policy expertise make him the ideal person to lead the Canadian Security Intelligence Service in this demanding and important time."
The spy agency, which was created after abuses of power by the RCMP intelligence service during the 1970s, has gained prominence since the attacks on the United States in the fall of 2001. A large part of its efforts are now directed at counter-terrorism and stopping weapons proliferation.
A report publicized in the summer showed that the agency has undertaken an increased number of clandestine missions overseas. And, in testimony at the inquiry into the overseas abuse of a Canadian citizen, Mr. Elcock revealed that the agency shares information with an extensive network of countries, some of which "may well" practise torture.
Officially, CSIS focuses on intelligence-gathering and passes on relevant information to police for enforcement.
Mr. Judd joined the civil service in 1973 and rose for two decades through positions in the Department of Foreign Affairs. He served in the Privy Council Office and the ministries of Finance and Defence in the 1990s. His most recent government job was Secretary of the Treasury Board.
Dale Neufeld has acted at director of CSIS since Mr. Elcock stepped down at the end of May. He was thanked Tuesday by Mr. Martin for his service.

In Phoenix, they're called snowbirds. They come here to spy on us every winter, and then go back home again when the road ruts are navigable.
At least it is not oxymoron like "British Intelligence".
There is one section in Seattle where the black Canadian muslim terrorists congregate. So many vehicles have BC plates we call the neighborhood BC Ummah.
It would be nice if new CSIS leader came down and collected his citizens.
