Anyone have an explanation of these numbers from Cuyahoga County, Ohio?

Having spent too much time cruising through the DU threads tonight, I will say that they are convinced that the difference between 7099 and 2746 are votes for Bush, and that the electronic Diebold machines have stolen the election (again).

24,788 provisional
Total Votes By Candidate

Total - 652,381
I'm not sure what all these mean, but they are unofficial. It could be the way the provisional ballots are counted. Also, provisional ballots would not vote on local precinct issues in most cases. We'll have to let Blackwell figure this out.

Count me skeptical. If something was really amiss, we would have heard about it. I suspect the registration numbers are dated. The Pubbies had a heavy ground game in Ohio, which nosey Pubbies in all the suspect precincts. If there was massive fraud, we would have heard about it. It does seem Detroit manufactured some votes, but then Michigan wasn't really in the Bush lense, and thankfully, the Detroit thing almost certainly did not swing that state.

They (the Democrats) even tried to pull the same stunt in Texas - more votes for Kerry than actual votes cast in one county (Willacy).

It is pretty high up on my list...and after this, I am thinking it should maybe even be in the top 3.
This is what I am talking about. With two exceptions, these overreports are on the aggregated level. Take Warrensville Heights...all of the individual wards look fine to me. And on the registered voters, the ward totals exactly equal the aggregate total (that is, Warrensville Heights and its wards should not be double counted).The discrepancy, if there is one, seems to be exactly what the County warns readers about. I admit, this is a weird system, but the fact that they put this warning in, I believe, red letters at the top of their page suggests that they know people can misread it. Only two "ward" level discrepancies are left on this list --- and if they are subdivided they might be subject to the same problem.
Actually , we should be pointed this out to the DU people (as futile as that might be).
Cuyahoga County, home of Congressman Kucinich, if these were actual votes cast, they probably went for Kerry.
If anybody has a link to an Ohio newspaper, pass it on. Cuyahoga county includes the suburbs around, and minorities in Cleveland proper. If there are that many over votes, not a surprise at all. Isn't that the way the dems work? Take a perfectly good demo stronghold and corrupt it to hell.
Clearly the registered voters in each town match the sum of the total registered voters in each ward, but the number of votes cast in each town is often far higher than the sum of each ward. Oakwood is particularly bad; they claim 7099 votes cast, but the ward totals sum only to 1639.
They need to explain this. I don't believe 4/5 of the ballots were cast absentee, particularly since there were nearly 3 times as many votes cast as registered voters.

Double count.
The rule of thumb is that a Republican must be 100 thousand votes ahead in the rest of the state of Ohio to be able to sustain the loss of Cuyahoga county. Cuyahoga county is the most Democratic county in the state. There was never any doubt that Kerry would carry Cuyahoga county.
Susan Estridge was buying the Democrats belief that they had 250 thousand new votes. When they did not show up at the polls, they figured they had been given provisional ballots. Susan thought that when the final third of Cuyahoga county came in, Kerry would take the lead.
What she did not know is that nearly all of Hamilton county was still out. Hamilton county goes as Repubican as Cuyahoga goes Democratic. Hamilton county normally reports long before Cuyahoga county. But Hamilton county had a huge number of write in votes for the local prosecutors office. So there were at least as many Republican votes out as Democratic votes.
Susan as well as the Kerry campaign were ill informed. The Kerry sources did not tell her about Hamilton county and Warren Ohio.
It was very apparent that the Kerry camp did not understand Ohio as well as Karl Rove. Karl was well aware of what was happening in Clermont, Warren and Hamilton counties. Kerry only knew what to expect in Cuyahoga county. It was not nearly enough.
