If you interpret the piece the way I do, it is much more official. All Skousen was doing was merely applying what Communism stood for and applying it to it's most effective ends: abusing the courts, breaking the church, and attacking families.
So in reality, they may have not been actual goals, but merely an assessment of how Communists would best achieve their goals. Skousen was an FBI analyst and was using common effective analytical techniques. I'm an intelligence analyst myself, and we use similar techniques to make assessments. The most common one is as follows:
Capability + Intent = Threat
You take what the enemy can do, combine it with the enemy would like to do, and you end up with a plausible "likely outcome". It seems as if Skousen was doing the same thing. The Communists had the capability to inflitrate open American institutions, and they would like to do so, so they WILL PROBABLY do so.
Still, the 45 goals are still chilling.

Aaaargggghhh! The CR doesn't "say" it. A congressman read it INTO the CR. If I'm a congressman, I can read the names of all the members of my high school graduating class into the R, if I can persuade someone to give me the chance. Likewise, if I get the time, I can "read into" the R whatever I choose--it can be some harebrained creation of my own or someone else's, the DC phonebook, etc.

TAMPA - John Parke Wright IV's 44-year wait to ship Florida beef cattle to Cuba appears to be almost over.
After months of delays caused by unrelated world events, the Naples businessmen is optimistic he'll be shipping 300 head through Port Manatee by the end of the year.
"We're just waiting for (Cuban) cattle inspectors to come here, go to the ranches, select the animals and certify them for export," Wright said Friday during a break in a U.S.-Cuba policy and trade summit at the University of Tampa. "I'm hoping they'll be here in November and we can ship cattle through Port Manatee in December."
