The problem for OBL and his terrorist style is this. In order to impact the most amount of people, he needs to hit in high population areas where his operatives can assimilate to the locals.
That isn't going to work in most red areas. While he may indeed try to hit 'red states', he unwittingly will hit the 'blue' areas of those states if they follow similar tactics.
Which will only turn more people against him and whatever his cause is today.
