Bush Expected to Declare Victory Today

President Bush scheduled a victory announcement in Washington today, with officials of his reelection campaign asserting that he has won at least 286 electoral votes -- 16 more than he needs -- and that they do not have to wait for John F. Kerry to concede.

The White House has not yet announced what time Bush will appear. The campaign at first summoned reporters to appear at the Ronald Reagan Building between 9 a.m. and 10 a.m. but then put off the event.

A White House official said Bush's aides anticipate Kerry will concede today. But the official said that if Kerry did not give in, that would not stop them from claiming victory. "If it's like this, the people have spoken and you've won it, and that doesn't depend on your opponent conceding," the official said. Bush had been on the brink of traveling to the Reagan Building early this morning to deliver a victory statement at a Republican National Committee celebration after two networks declared he had won Ohio.

But White House officials delayed those plans in confusion and annoyance after Kerry's camp told reporters he would not concede. The president, who is typically in bed by 10, stayed up until 5 a.m., huddling with White House senior adviser Karl Rove and other members of his staff to try to determine when he could make a solid case that he had won 270 electoral votes -- the finish line in the presidential election.

I would not declare victory until Kerry concedes - they need to stew in their own juices so the entire nation can see what goats they are. Sorry about the mixed metaphor. This way Bush can afford to be the gracious victor and take even more steam out of the Dems.

Just said on FM 96.9 in Boston (his radio show) that the Kerry campaign will issue a "directional" statement this AM and that Kerry will give a concession speech this afternoon. This was based on his "discussions" with the Kerry folks, who Barnicle is tight with.

Remember that on election night 2000, Al Gore was a major, serious, political figure, the standard bearer of his party.
By the time the Electoral College met, he had made himself a bufoon, a marginal bufoon.
