The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

A new message was posted in the last few hours by the Jeddah-based al-Qaeda-linked Al-Islah (Reform) society calling on Muslims to flee New York, Washington and Los Angeles in advance of major al Qaeda attacks in those cities. This is revealed by DEBKAfile.


"I will never cower before any master nor bend to any threat."

CHINA WATCHES, WAITS: MASSIVE MILITARY BUILD-UP, MAJOR ESPIONAGE EFFORT

Despite assurances from just-resigned Secretary of State Collin Powell regarding U.S.-China relations, the second term of the administration of George W. Bush could encounter a major war in the Pacific, and is witnessing a major espionage offensive.

Communist China is demonstrating an increasingly high level of aggression and military intrusion against its neighbors, engaging in actions which could pull the United States into a naval war in the Pacific.

Taiwan faces invasion - possibly at any moment -- from China, at least one Chinese submarine has intruded into Japanese waters, and, most amazingly, Chinese intelligence services have been able to acquire a file of personal data on nearly every inhabitant on the island of Taiwan. Communist China's spy services have targeted and succeeded in obtaining files on military service records, vehicle and household registration, and national health data, according to the Taiwan news daily, the Taipei Times.

China claims Taiwan as a rebel province. The government on Taiwan, known formally as the Republic of China on Taiwan (ROC), fled to the island following its defeat at the hands of Communist forces on the mainland. Although the U.S. no longer has formal diplomatic ties with Taiwan, the U.S. remains committed to the island under the terms of the 1979 Taiwan Relations Act.

China's ability to compromise nearly every citizen of Taiwan, including the highest ranking military and governmental personnel, raises alarming questions concerning Beijing's espionage capabilities directed against other opponents, including the United States. Already in the mid and late 1990s, newspaper headlines reported the loss of important U.S. military and technology secrets to China. It is an open question as to how far Beijing has gone in the penetration and documentation of American society.

The mainland Communist government remains adamant in its determination to invade at the first declaration of Taiwan independence, and recent statements from Beijing declare that Taiwan is "playing with fire" as it presses for recognition as a separate nation.

Taiwanese President Chen Shui-bian has vowed to seek a membership for Taiwan in the United Nations as an independent state, further enraging Beijing.

China is conducting an impressive modernization of its armed forces, which leads Pentagon observers to warn that Beijing could eventually rival U.S. forces in the Pacific. China is building an increasingly sophisticated military to successfully obstruct any U.S. attempt to aid Taiwan in case of Communist invasion.

China's military capabilities potentially not only threaten Taiwan, as China's disputes with its neighbors grow and as the nations in the Asia-Pacific region keep a wary eye on the increasingly powerful Red Dragon.

Japanese naval forces recently hunted a foreign submarine intruding into Japan's territorial waters. Indications from the sub's identifiable sounds and its course of sail pointed to Communist China as its nation of origin.

The incident occurred 75 miles south of a group of disputed islands, known as the Senkaku to the Japanese and Diaoyu to the Chinese, highlighting the contest between Japan and China for oil and gas resources believed to exist in the region.

Following two days of international crisis, China finally admitted that the "mystery" sub was theirs, and claimed a "technical error" for the intrusion.

The United States Navy is the only major force in the Pacific belonging to a democratic nation, and America remains committed to the defense of Taiwan, Japan and other allies in the region.

In 1958, the U.S. fought alongside Taiwanese forces in a deadly artillery conflict with China's Peoples Liberation Army, and in the following years sent naval forces on several occasions to deter a mainland attack on Taiwan.

As China's power grows, so too will the challenge to the U.S. presence in the region, and America's commitment to its allies.

Mullahs of Iran forging alliance with China

A major new alliance is emerging between mullahs of Iran and China that threatens to undermine U.S. ability to pressure Tehran on its nuclear program, support for extremist groups and refusal to back Arab-Israeli peace efforts.

The new relationship has grown out of China's soaring energy needs -- crude oil imports surged nearly 40 percent in the first eight months of this year, according to state media -- and Iran's growing appetite for consumer goods for a population that has doubled since the 1979 revolution, Iranian officials and analysts say.

An oil exporter until 1993, China now produces only for domestic use. Its proven oil reserves could be depleted in 14 years, oil analysts say, so the country is aggressively trying to secure future suppliers. Iran is now China's second-largest source of imported oil.

Abstract:

On 30 June 1997, U.S. federal authorities in Miami, Florida
arrested two Lithuanian nationals and charged them with arranging
for the purchase of Bulgarian-manufactured portable anti-aircraft
missile systems and conspiring to import them illegally into the
United States, with a shipment of tactical nuclear weapons to
follow.

The defendants, Alexander Darichev and Alexandr
Pogrebezskij, were indicted for plotting a $3,200,000 deal to
import Strela 2M, Strela 3M, and Igla IE portable surface-to-air
missiles (SAM) systems into the United States.

Their actions
constituted a violation of the Arms Control Export Act, Title 22,
United States Code, Section 2778 and Title 18, United States
Code, Section 545.

Angelo Zeini, a Cypriot owner of the merchant
vessel (M/V) Al Fares, was also indicted for assisting in smuggling
the missile systems into the United States.

According to the indictment, the conspiracy to purchase and import
the missile systems took place from the time period on or about
13 March 1995 to on or about 27 June 1997.

Darichev and
Pogrebezskij claimed to be brokers of weapons and weapons
systems with contacts in Russian, Lithuanian, Bulgarian, and other
government agencies. Darichev and Pogrebezskij arranged for the
purchase and importation into the United States of the SAM
systems for two undercover U.S. Customs agents posing as former
Soviet nationals working for a Colombian narcotics trafficking ring.


They were to receive $50,000 for the purpose of purchasing two
sample SAM systems. The $50,000 was subsequently to be
laundered through an account held at Prudential Securities in the
name of Alita Corporation, whence it was to be transferred through
New York, NY to the Bank of Snoras in Vilnius, Lithuania.

According
to the indictment, Darichev and Pogrebezskij also arranged for the
SAM systems to be received in Bulgaria and transported to Puerto
Rico onboard the M/V Al Fares.

In order to facilitate the importation
of the missile systems, Darichev and Pogrebezskij directed the
undercover Customs agents to establish front companies to receive
the goods. U.S. Customs established Phoenix Arms International,
Amerieast, Global Enterprises of Miami, Inc., and Zodiac, Inc. for
this purpose.

In order to further facilitate the illicit transport,
moreover, Darichev and Pogrebezskij provided copies of shipping
documents for the M/V Al Fares, indicating that the Al Fares would
be transporting 15 40-foot containers of machinery and general
cargo. Zeini also informed the undercover Customs agents that the
SAMs would be stored among other containers onboard the Al Fares
in order to pass through the Strait of Gibralter.

Finally,
Pogrebezskij informed an undercover Customs agent of a false
letter indicating that Lithuania had received the SAMs, so that the
SAMs would not be traced to their actual U.S. destination.

According
to the indictment, between 3 June 1996 and 10 June 1996, further
discussions took place between Darichev and Pogrebezskij and the
undercover Customs agents on the possible sale and shipment of
tactical nuclear weapons.

Among the foreign entities involved in the conspiracy were a
Bulgarian company involved in manufacturing and trading arms
called Armimex, the Russian Academy of Natural Sciences, the
Lithuanian Ministry of Defense, and an organization called 'Jupiter.'
The Russian Academy of Natural Sciences, Section of Geopolitics
and Security, Scientific Technical Center Jupiter-Z in St. Petersburg,
Russia, reportedly assisted the suspects in locating the weapons of
mass destruction in question.

The Lithuanian Ministry of Defense
reportedly provided documents alleging that it had ordered the
missile systems.

Finally, Darichev stated that while searching for
weapons and weapons systems to purchase, he contacted a St.
Petersburg entity known as 'Jupiter.' According to Darichev, 'Jupiter'
is a KGB front company with a branch in Great Britain called Oxford
Electronics. When asked by undercover agents to contact 'Jupiter,'
however, Darichev refused, saying, 'these people are really
dangerous.'

If this is true, the Russians are indeed brokering sales of missles and nukes and they aren't just using the Russian mafia but their own Academy of Natural Sciences (and God only knows what other institutes as well!)

Meanwhile Porter Goss has his hands full with housecleaning here. We need more sources on this and if it is true this needs to be a page one newsstory. Time to wake up the sheep.

Report from Sankei (Japanese) newspaper (conservative) coming in. Said that a number of hand made circulars have been circulating widely around North Korea (Pyongyang, Nampo, Chonjin, Sinuiju), etc. The flyers are by an underground anti-Kim Jong-il group active in North Korea. Sankei says they support the defector Hwang Jang Yop, who is now in South Korea.

There are several flyers which counter the common DPRK Party myths and deifications about Kim Jong-il, showing Kim as a spoiled aristocrat rather that a man of the people, with the Russian nickname "Yura" who did not even grow up nor was born in North Korea. Driving wedges between Kim and the starving people, commenting on the rich food he eats while people starve. Saying the "Chuche" Ideology of the North is a big farce which merely enslaves the Korean people. Another underground flyer (again hand written and many copies run off) that is making the rounds in North Korea says "Kim Jong-il killed his father Kim il-Sung".

Sankei reports the North Korean Secret Police is mobilizing in an attempt to find out who is doing this. The flyers also contain detailed personal information on Kim Jong-il that only those in select positions would know. Accordingly, north Korean defectors theorize that these flyers are gaining some cooperation from some people in positions of power in the NK military or Party.

I truly think we have nothing to fear from the Black Helicopter bunch or any of the various Militias that have been formed to fend off the NWO. As long as Civil Liberties are not endangered and our sovereignty not threatened, then nobody has anything to fear from these groups. Liberal "Hate Group Watchers" fear them for the simple reason they are armed.

Certain brands of domestic terrorists that have been around forever, may still pose a minimal threat, like the KKK or Aryan Nation. But the Leftist Whackos like the enviroNAZIs (ALF, PETA, etc) pose a far greater threat to the nation, IMHO. Funny how the MSM so very rarely mention these.

Gotten slammed today at work. Have to completely rebuild 3 sites tomorrow. I'm NOT happy about it - someone should have been watching. I'll say no more.

The deer in the airport was an interesting story. Maybe I should start hunting at Dulles. LOL! Wouldn't the security folks love that - NOT.

China, Russia, North Korea, Iran, Syria. We ceritanly have no shortage of enemies these days, and this doesn't even include our stateless/terrorist enemies.

I gotta tell you, this has me worried. We're going to get hit and hit HARD. It's just a matter of who, when, and how. I don't see how we're going to be able to stop it.

We could really use these forces now. Forum rules prohibit me from expressing my true feelings, but I think you all know. Our enemeies are massing and many will die in the coming fight.

And I was one of them. If I was still in the reserves by now I'd be a Lieutenant Colonel and I'd have a couple of good campaigns under my belt and I bet I'd still be at my proper weight and far healthier than my current sorry state!

If I were more of the suspicious type (wait a minute... I AM!) I would suspect that there is some coordinated effort to tie up as much of our intelligence resources as possible in order to distract us from something that is going on under our noses.

The way I see it:

Iran, China, and Al Quaeda seem to be in bed together, coordinating pressure on us.

NOrth Korea is in some kind of turmoil, experiencing what in my mind is a state-sponsored turnover that's meant to look like a popular uprising that starts as an underground movement in order to gain legitimacy with the masses (wild, I know, but it's the way my mind goes sometimes)

Submarines have appeared off Japan and Israel, apparently probing detection and response capabilities.

Anyone want to add to this?

#4074 and 4085 are the same report, different sources.

I lightly looked at google, and was surprised to see the story in so many places.

My eyes are about done for now, if I can see later, I will
play with it again.

There are several of us 'old ones' who never thought that Russia had changed, and all my research says they are the same today and will not change.

Take a look at some of the threads Tap the source has started, I don't know who he is, but he has a good mind and has posted a lot of good info.


Maybe Tap will share his knowledge of Zupiter Z with us.

An Islamic militant wanted in connection with the murder of American Journalist Daniel Pear was killed in a shootout with police, according to Pakistani authorities on Wednesday, who also announced the arrest of a suspect in the deadly bombing near the U.S. Consulate in Karachi two years ago.
Interior Minister Aftab Khan Sherpao said authorities arrested Naveed-ul Hasan, an alleged member of the outlawed militant group Harkat-ul-Mujahedeen al-Alami. Sherpao said that Hasan was wanted for the suicide bombing near the U.S. Consulate in Karachi that killed 14 Pakistanis in June 2002, and another smaller blast during New Year's celebrations 2002 at a popular club in the city that wounded at least nine people.
Earlier Wednesday, police in Karachi announced the death of Asim Ghafoor, wanted in the January 2002 kidnapping and killing of Pearl who was killed in a shootout with police and intelligence agents as they tried to arrest him at a hideout in the west of the city.
