A high number of absentee ballots and multiple names registered to the same address in East St. Louis are raising questions about the integrity of the election Tuesday, Illinois Treasurer Judy Baar Topinka said Friday.
During a news conference outside the East St. Louis Board of Election Commissioners office, Topinka highlighted suspicious cases. The cases were discovered by Illinois Republican Party members tracking absentee ballots in the Illinois Supreme Court race between Democrat Gordon Maag and Republican Lloyd Karmeier.
"There are questions that jump up and bite you on the nose," said Topinka, who also serves as Illinois Republic Party chairman. "This is not a Republican issue or a Democrat issue. This is an issue about fairness."
It also was an issue quickly dismissed by East St. Louis Democrats.
"I don't have any concerns about voter fraud in East St. Louis," said Charlie Powell, East St. Louis Democratic Committee chairman and 9th precinct committeeman. "The Republicans are raising all this fuss to stymie the black voter in the black communities."
One of the suspicious cases Topinka highlighted centered on Powell's own home.
"If I didn't think this was important, I wouldn't be here," Topinka said.
Here are some of the findings:
A total of 30 registered voters, most with different last names, are purported to live at 1232 Cleveland Ave. in East St. Louis. The address is registered to Oliver Hamilton, a Democrat and 20th precinct committeeman. Eleven of the voters requested absentee ballots for the election Tuesday. Hamilton couldn't be reached for comment.
Of the 44 Democratic precinct committeemen in East St. Louis, 22 have at least three registered voters with different last names purporting to live at the committeemen's homes. Seven of those committeemen have five or more.
One woman listed the Casino Queen, 200 S. Front St., as her home address. The same woman requested her absentee ballot be sent to a St. Louis address.
At least 678 voters are registered for both East St. Louis and St. Clair County.
At Powell's home, 1714 Bond Ave., 17 voters are registered. Of those, 14 cast ballots in the March primary election.
"Oliver Hamilton and I both run boarding houses, and one of the things that happens frequently with boarding houses is people move in and move out," Powell said. "When people move and we try to tell the election board, they tell us, 'We can only purge the list every 10 years or so.'"
The East St. Louis Board of Election Commissioners last purged its voter rolls in June and July 2003. The board conducts a voter purge every two years as required by state law, executive director James Lewis said.
New voters are added any time they register in person or return the card sent every two years by the Board of Election Commissioners to those listed on the rolls, he said.
"If a person signs the card and attests that everything is true, then we are obligated to put that person on the voter registration role," Lewis said.
The best way to deal with this is directly. Go to the houses and protest.
Peggy Noonan had it right when she said Democrat vote fraud is treason.
No less than America is at stake here, folks.
And we must not allow false charges of racism and voter suppression deter us.
We must go after this threat aggressively.
Is the country losing its collective mind?
I mean, to require voters to prove they're qualified to vote is not voter suppression.
It's voter protection.
It's the protection of the franchise.
It's the protection of the Republic.
I say let's flip the slobs doing the Democrats' dirty work. COPYRIGHT MIA T 2004
We've got to go up the food chain and nail the animals who are orchestrating--and FUNDING--this fraud.

President Bush is winning MO by at least 5 points, so in this case it's OK to let the Dems cheat.
It's NEVER ok to let ANYONE cheat! Cheating steals votes from everyone who voted fairly! I hope you were joking.
We need serious jail time and fines.
Is Alcatraz still vacant?
Its virtually certain in my mind that given a fair election Bush will win handily. Here in PA, I believe that out of 130,000 registrations audited, over 10,000 were found to be fraudulent, or otherwise higly suspicious.
The dems are enlisting college kids to go around to prisons and deliver and receive absentee ballots from felons...a violation of state and federal law.
The dems are in your face on this one...THEY DONT CARE what the pubs do or say.
After the election, the MUST fight and prosecute this corruption with everything they have, and the new tone be damned.
Their survival, and the survival of our country rests in their own hands.
It's like listening to a parrot.
"It's time for people to show valid IDs to vote."
In Virginia we have to show a picture ID!! Up until this election I thought this was standard practice in all states. Shows how ignorant I am about other state's voting procedures. Such an important priviledge and an ID is not required??? Amazing....just amazing. I can't wait to hear of all the documented examples of fraud. It will be great late night reading. Imagine the roar if the Red Sox had cheated!!!
Nice to see a fellow St Clair County resident in the fray. Although we live in a democratic stronghold I am hopeful that someday we will have tort reform and the thousands of lawyers who have descended on St Clair and Madison Counties will move on to the Burning Ambulance...
Start thinking about it. To do otherwise is denial. It can happen, it may well happen. Then what? What will you do? What will you want others to do?
Yeah, but it ain't near big enough...
How many illegal immigrants are voting, I wonder.....
Why are you addressing this reply to me? I didn't write the statement that you italicized.
How many people are actually serving time for voter fraud? Until we start putting them in jail and publicing it, it will only get worse.
So what does that say about the Gore claim that he "won the popular vote?" ALl fraud matters.
If there is large-scale fraud in this election...and its obvious...and no one does anything about it...then I'd say that 2008 will be a hectic year for me. I'll register in at least 12 states. Either they fix this problem, or alot of us will simply join to make it a bigger mess.
There is absolutely no solid arguement for not having to show picture ID's to vote. Good to see more people from downstate IL talking about this though. I can see horribly democratic SIUE students doing stuff like this. Hopefully there will be a challenger or two around.
Kerry already knows that he would never have mandate if he wins, so you can be sure that he will use all tools at his disposal (IRS,Justice Department,etc..) to ensure that there is crackdown on the "religious right". Remember after first WTC bombing that Clinton admin was more interested in going after anyone with a gun and bible than terrorist.
E. St. Louis is in Illinois.
Isn't East St. Louis in Illinois? The state that is solidly Kerry? What the heck?
East St Louis is in Illinois, which is whyh I couched my posting with why this is important to all of us. Not because it will affect the outcome of the presidential race, but because my vote and the votes of at least 100 of my fellow citizens will be negated by these criminals
This is one more story to add to the list of the FBI investigations after W wins on Tuesday
