first of all,you should notice that the region was the India-China border & very near to Pakistan-all very tense regions for India.The article doesn't say on which side of the border he was-so that would mean he was not yet in Indian territory(which BTW is heavily guarded against the threat of Chinese or Paki infiltration.So if the IAF were to use arms without being sure if he was into Indian territory definitely,they would be taking a huge risk of escalating,as both China & Pakistan have been allies for nearly 50yrs.
The IAF flies a number of reconaissance platforms including the Jaguar,the aging British Canberra,Mirage-2000 to name a few-all of which have recently been upgraded by the Israelis with IR & other sensors capable of long range search & id as well as Israeli UAVs like the Heron & Searcher.
