An off-duty deputy U.S. marshal embroiled in an apparent road rage confrontation along Rockville Pike on Thursday night fired repeatedly into the rear window of his adversary's car, killing the man as he sat behind the wheel, according to police and witnesses.
Numerous witnesses to the death of Ryan T. Stowers, 20, at the Mid-Pike Plaza in Rockville shortly before 8:30 p.m. were being interviewed by Montgomery County police yesterday. Authorities said no decision had been made on whether charges would be filed against the deputy marshal, Arthur L. Lloyd, 53, a 28-year veteran of the U.S. Marshals Service assigned to U.S. District Court in Washington.
"The rear window was shattered out," said Capt. John Fitzgerald, a police spokesman, who said investigators had begun to talk with at least 40 witnesses. "With that many witnesses, there ought to be a very clear picture of what went down."
Although Fitzgerald said Stowers may have driven toward the federal agent in the plaza parking lot, three people who said they witnessed the shooting told The Washington Post that Lloyd was standing with his gun drawn and opened fire after Stowers drove past him.

Was the U.S.Marshal the only shooter? If the glass went outward would that indicate someone inside shooting?
Sorry I had to change names they deleted my other account. Im sorry for any offensive words in my last post but it wont happen again. I found this discussion form today when I got word that Stowers was killed in a drive by, that sounded a little funny so I started searching for it on the internet and found about 10 pages on it. All I know is what I read from the articals and heard from other people. Stowers did not deserve what happened to him. I want to give my depest sympathies to his family and all of his friends. If you have some of the victim's possessions, why don't you just call them, instead of posting an email address asking them to get in touch with you? And what indication do you have that they will be looking at FR to read your post here? Something smells very very fishy here...
I would be very very skeptical of something like that, were I them.

First off I dont happen to have his home phone number sorry to say. I will say for proof if the parents happen to read this that I was in his bootcamp division 163 my last name is Morandi. If they want they can verify this by looking in his bootcamp journal book. Why dont waste some forum space somewhere else.

You know what? I can think of a lot of legitimate ways for you to get his belongings to his family, without putting stuff on the FR forum. Who were your superiors at boot camp? They would be able to forward his possessions that you claim to have, to his family.
I'll tell you something else. You resurrected this thread, which had died, using another user name. You were thrown off FR under that name, and now you've re-registered with another name. You're claiming to know the deceased, and trying to use FR to contact his family, saying that you have some of his "stuff."
What were you planning? To get them to send money for his "stuff" that you claim to have? Your whole story is fishy.
Alright first off I put out information for his family to contact me if they happen to come across this. We are also on this thing called thanksgiving stand down which means there is no one in the offices that I can get ahold of at this time. I will try to see if I can find a way to contact him but in the navy everything takes time. I was hoping that maybe I could get ahold of them sooner than later. If his family happens to see this they can contact me and see for themselves if its fishy. I reserected this thread because I just found out about this at 6 am in the morning and saw people saying he could have been a punk and I just wanted to clear that up. Finally if you had any kind of a heart you wouldn't be questioning anyones intentions of trying to contact his parents. There is nothing I have to prove to you so this will be my last post to you in this discussion.
If you had any kind of a brain, my problem with your posts would be clear to you. People who prey on families of the recently deceased are the lowest of the low.
Shooter was 53 year old black male, deceased guy was 20 year old white male, FYI.
Tell you what. Just to make double-sure they "might" see it, why don't you also put a message in a bottle and...throw it overboard?
