The algorithm designates all individuals who have recently moved as not likely to vote, even if they are registered, have always voted and are definite about voting.

Yep. I got a six because I've just moved into the new district in the last year, and thus haven't voted in this district before.

I scored a 6, the lowest score for a "likely" voter.
The reason is because I checked "seldom" for my voting history, though everything else I checked in the strongest terms available.

Scoring below 7 does not mean that someone is not considered a likely voter.

Gallup assumes 60% turnout in this election and they take the top 60% of their sample as scored 1-7 to determine the LV results.

I scored a 6.. because I've never voted in my precinct. That doesn't mean I'm less likely to vote, it just means that I recently moved.
