Of course she doesn't realize that Hillary-care was one of the main reasons for the Republican sweep of Congress in 1994.
I remember a bit about hillary's health plan. It was formed by committees meeting covertly, and the membership didn't have much representation by doctors or insurance folks (it was mainly lawyers, if I recall correctly). I'm not sure if the meeting notes were ever made public.
As I remember, the "plan" may have given "health care" to all, but it took away existing plans first. (Sound collectivist?) Competing private health care systems didn't exist in the plan. It was dehumanizing, it was hostile, and it was hillary's.
All jokes aside, Teresa Heinz doesn't strike me as the bookish type, or someone whom we might call an organized planner, or even a human with an "attention span". If she were involved in health plan "reform", not only would she have had little to do with it, it would be unlikely that she would have even read it.
What I'm getting to is... I'm wondering if hillary's fine hand just might be involved here. (Or is that getting a little "tinfoilish"?)

Since when does a First Lady have the capacity to create a department of the federal government? The First Lady is NOT an elected official and she should be reminded of her place if she takes on airs as if she is. Traditionaly, First Lady's have been "advocates" for causes, but they are not, nor should they ever be, decision-makers. The voters delegate that particular authority through the election process.
You've got to hand it to Karl Rove, convincing Terayza to marry Kerry just so she could sabotage his campaign.
