It was a joke. If you read all the way to the bottom of the "times" article there was a footnote by Powerline blog, saying they made it all up. It was not really a Times article

There was one last week around by a Navy person off their blog. There was an argument made that Osama Bin Laden was dead, but the President didn't make a big deal of it figuring that if Laden was made a martyr, then the war would be harder to fight.
