I don't think they'll bother, simply because Canada isn't important enough. Canadians are already anti-American, and Canada already has large numbers of Muslim immigrants and is bending over backwards to accomodate them, so I'm not sure why the terrorists would want to waste perfectly good dynamite on it.

I visited Toronto, Canada back in August for a weekend getaway and let me tell you, there are more Muslims there than in the Middle East.
