SEN. KERRY: To extend that to one other area, it seems to me I heard reported yesterday that we're changing the engines on our helicopters I think something like every 50 hours or so, an extra- ordinary rotation as a consequence of operations in the sand. And I can remember when we were over there it baffled me how they operate for more than a day with the amount of sand kicked up on every single landing and so forth. It seems to me obvious beyond any need for argument of any kind that every day that goes by, each test that he does of a missile is a missile that can never be fired again and not replaced. Each bullet expended -- if they are even running any exercises -- is a bullet that's irreplaceable. Every radar that goes down is a component that can't be replaced. And if we're going to talk about saving the lives and minimizing the risks of casualties and injuries to American men and women if you ever come to the point of going to war, it seems to me we only advantage ourselves by allowing these sanctions to continue that process of demoralization and of destabilization and of, you know, destroying their preparedness. And it -- do you argue with any of that? Is that incorrect in any way? Or isn't there a degradation to the military on a daily basis as well as to the daily life of any Iraqian (sic)?
