Rush was talking about a different quote. Something from around 1994 where Kerry said something about US soldiers killed fighting under the multilateral effort of the US would be justified. While US soldiers killed fighting for the United States would not.
That's even more recent than his 71 "internationalist" quote. Made while he was a Senator, and far more damning because he's saying that fighting for the interests of the United States is unjustified.
Like the Pres says, "He can run, but he can't hide!"

Seems to me that explains why he wanted to underfund the intelligence agencies.
