Car WAS STOLEN. It was from Tennessee. Back left window was busted.

Actually, they saw him swallow "something."
I think that it would be good community relations on the polices part if they split the funeral costs with the parents though.

Perhaps the car had a broken column (clearly stolen when combined with the broken window) but was not on the 'hot list' for MI. Nothing I've read says.
You need to flesh out your thinking for me to understand the point you are seeking to make.
What about requiring LEOs to follow department policy pushes society into a downward spiral?
