Doesn't this announcement seem to portend a coming attack (Zarqawi may be in the late planning stages of an attack on Americans somewhere outside of Iraq and he wants to set the groundwork for the world to believe that BOTH Al Qaeda and Zarqawi's people will be behind the attack to instill the maximum amount of fear and confusion (as to who did it)?
