President Bush got one thing right: the greatest threat to American security is a rogue state providing a terrorist group with weapons of mass destruction and the means to deploy them to the United States. Unfortunately, almost everything he has done since Sept. 11 has made this problem worse rather than better. While some progress has been made on cooperation on intelligence and money laundering, the Administration has taken giant steps away from its initial post-9/11 strategy which involved working collaboratively through the United Nations.
This sorry record is clear not only in Afghanistan, which stands on the brink of chaosand in North Korea, which moves ever closer to developing nuclear weapons; and in Iraq but also in the United States. NOTE- Ethical equivalency
While John Ashcrofts Department of Justice focuses on acquiring more power to conduct surveillance, every outside group that has studied this problem agrees that the key problem is the culture of the FBI and the CIA and that we need to strengthen border protections and key facilities starting with the inspection of incoming cargoes for radioactive material. Little if any progress toward those goals has been made, and America is less safe for it today. NOTE- Kerry campaign echo
New institutions with their own career services and raisons dêtre might work better than shifting around the same old structures. This is why the Air Force and the CIA came into being during the Cold War, and why the Special Forces Command was created by Congress in 1987. Urgently needed today are institutions to combat international terrorism at home and abroad and to deal with the problems that follow a military intervention in a failed state such as Iraq.
We need a new agency that has both law-enforcement and intelligence functions at home and abroad, but whose jurisdiction is limited to dealing with international terrorist groups targeting Americans. When dealing with such terrorists, there is no meaningful distinction between intelligence and law enforcement, as Al-Qaeda and other such groups operate within a complex and well-financed global network. Such a U.S. agency would indict potential terrorists as criminals and prevent terrorist acts.
At the same time, America also needs a new agency for nation building. In Iraqas in Bosnia, Kosovo, Haiti and East Timorthe collapse of the existing authority created an immediate need for an international police force to provide stability and to help create an indigenous police force and criminal-justice system. The United States inevitably relies on its military to perform these tasks for which it has no training and capability; it does it reluctantly and poorly and comes away more reluctance than ever to intervene in similar situations.
A new civilian agency reporting to the Secretary of State should be explicitly charged with this set of tasks, endowed with the necessary resources and mandated to plan as intensively as the military before our military intervenes. It would be critical to create a robust, standby police capability with a small, permanent staff and a larger number of reservists who, like those in the military reserves and National Guard, would train on weekends and over the summer and be sent abroad in times of crisis to carry out police functions.
In addition to creating these two new agencies, the U.S. needs to work with other nations to invigorate an international regime designed to deter states from developing weapons of mass destruction and providing them to terrorist groups. This regime must be global, and the rules must apply to all nations, not simply those the United States designates as rogue or evil. Note the sense of equivalency as the US is lumped into the mix
The United States must recognize that it needs the cooperation of the rest of the world to bring rogue states back into the community of nations, to help failed states mend so that they do not become havens for terrorists, and to build a more open and just world so that states do not become breeding grounds for terrorism. This begins by accepting that the UN Security Council must have the lead role in helping Iraqis to regain control of their own country, NOTE- the corrupt body, OFF program>by working cooperatively with other states to find solutions to security problems, and by assisting nations that are on the path to democracy.
None of this argument is based on altruism. It is a straightforward claim that the administrations policies to date have failed to make us safer, and that a new approach is needed to prevent rogue states from sharing weapons of mass destruction and their means of delivery with terrorists who would wish us harm.

That reminds me of something.
I came across some references to Soros' own father, who was one of the early proponents of Esperanto, which was to be a global language at one point.
Interesting that the apple didn't fall far from the tree. Soros in pushing for a global society and tearing down the US, is carrying on the idea of his father who worked toward breaking down a unique characteristic of countries, which is their language.

You can call me insufficiently intellectual, but I do believe in the following conspiracy theory about Soros: as was the case with a lot of Eastern European fugitives from communism, Soros family were actually a KGB sleepers sent to the West. The seed capital Soros needed to make his fortune was also provided by the KGB.
It's ludicrous to say that Soros fought both against Nazism and communism. To be against capitalism is to be for communism, it's as simple as that. And he's too young to be a participant in the fight against Nazism.
His Open Society idea uses Karl Popper's theory only as a disguise for purely Marxist dogma (see his fixation on "scientific" determinism of historical development).
As all communist (collectivist) leaders without exception he preaches the vice of capitalism but shamelessly enjoys everything his "filthy money" can buy. In 1989 if the memory serves, I was among several hundred guests to George Soros' birthday party in Budapest: all of us, poor Eastern Europeans, were provided with round trip to Hungary, accommodation in a smart hotel, unlimited food and drinks, and a stage show of a postmodern play, just for one night fetched from London.
Do I need to add that the intellectuals immediately rushed in a ruthless brawl for his favours... quite like they competed for the good graces of their Communist Party bosses before that?

Your theory assumes philosophical consistency, which I'm not certain is the case with Soros. (I see Soros as an amoral opportunist with megalomaniacal tendencies.) While communist leaders typically enjoy the fruits of capitalism, do they also immerse themselves in the capitalistic process?

His childhood coincided with the rise of the Nazi threat.
I suspect he was traumatized by it; and his worldview today remains distorted by it.
I believe his effort to dislodge Bush, obsessive and paranoic by any measure, is motivated ultimately by that trauma. I believe Soros sees Bush as Hitlerian.
It is no accident that his prize 527, moveon.org displayed that infamous Bush-Hitler morph ad.

Sir Karl Popper is considered to be the foremost Philosopher of Science in the 20th century. Popper encountered the cunning linguist Wittgenstein at Cambridge sometime in the 1940's and in effect castigated LW for his philosophies , hence Wittgenstein's Poker which Popper brandished against LW .Soros is more the heir to Wittgenstein and Postmodern philosophies than Popper.

The "Open Society Prize" Awarding Ceremony: The first winner of the Prize, Sir Karl Popper is decorated by George Soros who delivers a short address on the occasion. Sir Karl was by the 92 years of age and would die several months later.
It was while pursuing a Masters degree at LSE that George Soros first came into close contact with Popper and his ideas. While he did not study directly under the philosopher, Soros submitted several essays to Popper for his consideration and review. In 1962, well after he had finished his studies, Soros wrote a philosophical treatise entitled, "The Burden of Consciousness."
Soros sent this work to Popper, who was extremely supportive and encouraging of Soros's ideas. Their association continued, growing closer over the years. In June 1994, Popper delivered a lecture at the Central European University in Prague, which Soros had established as a intellectual center to promote the ideals of open society in Eastern Europe and the former Soviet Union."
What Soros Really Wants
Soros is not the first person, nor will be the last, to believe in a misconceived and complicated ideology that sounds nice but carries little relevance. When all is said and done, Soros is merely part of a new group of commercial philosophers to have made their appearance in the post-modern period. Many of these "pomosophers" ["pomo" = post modern + "sophos" = wise] are business people and popstars with nagging conscious', who like to surround themselves with a host of intellectuals and artists in order to satisfy their vanity and make themselves feel intellectually important.
In Europe, for instance, a like counterpart to Soros is Burda, who incidentally has close personal ties with Stoiber, the right-wing premier of Bavaria. Thus, even pomosophers can be dichotomized between left and right variants: in this case, Soros supports the pomo left; Burda, the pomo right.
What the old fool, George Soros, is too stupid to realize is how the $25 to $30 million he has pumped into the economy via 527s has helped the George Bush economy. The economy is up!
Certainly $25 to $30 million extra has stimulated the economy. When you look at the whole picture, all his money has backfired as people tend to vote the economy. Like Clinton said, it is the economy, stupid.
