"Everyone knows America's vaccine industry is in serious trouble, with an ever dwindling number of producers and recent severe vaccine shortages. What everyone also should know is that the National Academy of Science's Institute of Medicine has now pinned much of the blame on the government vaccine-buying program promoted by former First Lady Hillary Rodham Clinton, according to the Wall Street Journal.
The panel of doctors and economists issuing a report on vaccines last week identified as a fundamental cause of the problem the fact that the government purchases 55 percent of the childhood vaccine market at forced discount prices. The result has been "declining financial incentives to develop and produce vaccines."
The root of this government role goes back to August 1993, when Congress passed Clinton's Vaccines for Children program. The plan, promoted by the Children's Defense Fund, was to use federal power to ensure universal immunization. So the government agreed to purchase a third of the national vaccine supply (the President and Mrs. Clinton had pushed for 100 percent) at a forced discount of half price, then distribute it to doctors to deliver to the poor and the un- and under-insured."

A proper MSM would have brought this out when the shortages first started to happen. To try and blame this on Bush is dispicable. I'm simply amazed that the Bush team agreed to the left wing moderators who had the opportunity to slant questions to aid Kerry.
Once you answer a question, you sort of validate it as a legitimate point....even when it isn't.
Also, I wonder if the Bush team knew this. I think they could have used some freepers to help prepare the president. We should try that, during the next election cycle. Maybe we could raise some money for Freerepublic.

IMHO, this one single event ought to oust more democrats from congress and ought to bring a huge loss for John Kerry. But then again, there are a lot of kool-aide drinkers out there whose minds believe what Katie, and Dan, and Peter, and the rest of the MSM tell them to believe.....

In 1993, four years before it enacted the five-year, $24 billion Title XXI block grant, otherwise known as the State Children's Health Insurance Program, Congress made a much smaller but vitally important investment in the health of America's kids: the Vaccines for Children (VFC) program. Included in the Omnibus Budget Reconciliation Act and funded initially at $500,000, VFC's charge is to assure that poor and uninsured youngsters have access to free immunizations to protect against the array of vaccine-preventable diseases, from measles and mumps to polio to hepatitis B.
Under the program, which was implemented in October 1994 as part of President Clinton's Childhood Immunization Initiative, the federal Centers for Disease Control and Prevention (CDC) buys vaccines at a discount and distributes them to states, which in turn distribute them at no charge to private physicians' offices and public health clinics. To be eligible, children must be on Medicaid, be uninsured or be an American Indian/Alaska Native. (The underinsured, meaning that their parents' private insurance doesn't cover vaccinations, also qualify, but they must get their shots at federally qualified health centers or rural health clinics.) With 30,500 private provider sites and 10,700 public clinics now enrolled, VFC has helped keep children in a "medical home," by reducing physician referrals to public clinics.
