trackingterrorism.com says "WE ARE RETURNING SHORTLY.. CHECK BACK HOURLY!.. THE RELEASE OF THE TERROR TAPE TODAY IS HUGE.. STAY TUNED."
I'm probably not the best one to ask, but I think after the 3:00 report is released we'll know.
I think red is "duck and cover" and will not be issued unless a series of strikes is obviously in motion. Like after the second plane striking the Tower.
There may be a move to orange, though. We have a tape, Blood moon eclipse, and President speaking in a stadium. With an hour of video tape, there may be something specific enough for orange.
I am going to be driving a bus load of band students to competition this evening. I pray for safety and protection.
