China's Alleged Plot to Annex North Korea

If the North Korean system collapses or a coup d'etat takes place in the North, South Korea will naturally fill the gap. This is an illusion. An opening of room for unification won't necessarily mean a unification of the two Koreas.

Though it has not been played up in the media in the absence of confirming its authenticity, an article appearing in the Internet recently stirred up ripples. Written by an anonymous person, the story is said to have rearranged a lecture given by a professor of politics at Beijing University, which plays the role of academic adviser to the Chinese government. Its gist is as follows.

"The North Korean regime cannot survive more than 10 years. If a pro-Chinese military faction grasps power following a collapse of the regime, China intends to incorporate North Korea into its military federation and eventually make it a subordinate state. The Northeast Asia Project now in progress is aimed at accumulating a historical basis for it...¡°

The article appears to have shocked netizens. Each portal site has recorded it as a mostly-read story and attracted hundreds of comments. A concern that China or any other neighboring power will keep an eye on North Korean territory when the Korean Peninsula is about to be unified or when the North Korean regime collapses is common sense to those who have studied international politics or law.

"China intends to assert preemptive rights to the North Korean region following a collapse of North Korea." "China schemes to assert vested interests in North Korean territory." A few scholars have long made these contentions, Professor Song Ki-ho of Seoul National University among them. Furthermore, those concerned about Japan's right-wing views of history make this contention: "If Korea-Japan relationship deteriorates or South Korea's strength weakens, Japan may come up with a claim that Japan has preemptive rights to a southern portion of the Korean peninsula."

Our constitution prescribes North Korean territory as that of the Republic of Korea. In the international community, however, this is nothing but wishful thinking of ours. If one trusts that China, Japan, Russia and the United States, when circumstances develop in favor of a reunification of the two Koreas, would stand by seeing the two Koreas unified, he or she is naive indeed. Legally, China can dispatch its troops to North Korea if and when the South advances into North Korean territory, making use of the automatic intervention clause of the North Korea-China Friendship, Cooperation and Mutual Assistance Treaty. North Korea is a territory that China, Japan, the U.S. and Russia are reluctant to just leave alone.

National security calls for preparedness against even a 1 percent possibility. The possibility of such a development far exceeds one percent. We might encounter little problems if we are strong enough to exclude the four superpowers. Under the current circumstances in which the political leadership pledges "independent defense in words only," that wouldn't be easy to achieve in a decade. If so, we must make a certain country with solid capabilities a friend of ours and make use of it. Among the four superpowers surrounding the Korean peninsula, it is only the United States that has such strength and with which we have had friendly relations.

Until a few years ago, we expected that the U.S. would stand on our side under such a situation. Many harbor doubts about it today, though. Even some scholars assigned to public agencies are concerned, saying, "Even for the sake of restraining China, we have to strengthen our alliance with the United States." An official involved in the six-country talks observed, "With Seoul moving further from the United States, other participants do not seem to pay attention to statements South Korea makes like they used to."

The strong United States, which shares with us values like the market economy and democracy, and has gotten along well with historically with few territorial ambitions on the Korean Peninsula, is a useful tool in blocking Chinese greed and preparing for unification. Those who condemn the good use of such a nation as "idolization" are the real anti-Korean, anti-unification forces.

Can you ask those you work with if they know anything about how the state of North Carolina might figure into the trafficking of illegal aliens, whether the aliens are Mexicans or not Mexicans? In other words, is North Carolina a state to which aliens are transported? Is NC a state where they can easily obtain driver's licenses?

I am very curious...

I will do some research on my end. I just wondered if you and others had specific knowledge regarding North Carolina.

Suspicious Package Found At Downtown Corner
Suitcase Found On Street

COLUMBUS, Ohio -- A suspicious package was spotted Tuesday morning at the corner of East Town and South High streets in downtown Columbus Tuesday morning.

There is a chance police could close the corner to traffic, NBC 4 reported.

A suitcase was left somewhere near the corner and was being checked, NBC 4 reported.

COTA buses were not being allowed to stop on High Street, between Town and Rich streets, while the investigation was being conducted.

SUSPICIOUS SUITCASE BLOWN UP: The Stanislaus County Sheriff's Department didn't take any chances Monday with a suitcase tied to a Modesto bus bench. Authorities closed West Orangeburg Avenue when the case was found between the Denny's and Jack in the Box restaurants south of Briggsmore Avenue. After the bomb squad destroyed the case, nothing dangerous was found.

I have wonder if the suitcases are really empty?

What germs are in them?

Often they are exploded with a stream of water, as in high pressure fire hose......

Would that wash away white powder?

Or is it a liguid smeared on the inside and outside and allowed to dry?

Morning Donna. I'm confused (normal for me) as to what North Carolina has to do with the Wisconsin story. If you can fill me in I would appreciate it.

But, as far as aliens in N.C. I do know that the Mexican population has boomed in the last 10+ years. Twenty years ago you rarely saw Mexicans, heard Spanish spoken or saw Mexican food items in the grocery. Now it's everywhere.

The Mexicans that were from NC no longer work here but that’s where they were from. I don’t know the significance of that but there you go. The ones that are here still paid a “coyote” to get them across the border. One of them had enough money to buy the papers from him. The other two had to buy them in Milwaukee. At a well known grocery store called . . . well, better not. . . Being a trusted non-mexican they didn’t seem to have a problem answering any questions.

Using the information I got from them I could easily melt right into society with a different identity, little money and remain virtually undetected. WOW.

It sends me chills to think that MEs have learned Spanish and have taken on the identities of Mexicans.

I was also told that beefing up the border security doesn’t really slow down the pilgrimage, it only makes it very expensive where a lot of people cant afford it. (mexicans not MEs)

Abu Faraj al Libbi has recently been on the move between Pakistan and the UK. He has been in regular contact with cells located in the US and UK. It is believed that he is now responsible for operational planning and execution.

The regular contact he is having with his operatives may only mean that surveillance is ongoing. But it could be a more dangerous sign that they are about to enter an execution phase.

A Libyan hunted by Pakistan because of his senior role in the al Qa'eda terrorist network has taken charge of its sleeper cells in Britain and the United States, Pakistani intelligence officials believe.

Abu Faraj al Libbi, said to have taken over as third in command of al Qa'eda when his mentor, Khalid Sheikh Mohammed, was captured last year, has sent coded messages to "several" Islamic militants in Britain over the past 10 months, according to Pakistani officials.

Security officers who have interrogated recently captured militants say that Abu Faraj, who is now believed to be al Qa'eda's top operational chief, masterminded and financed assassination attempts against President Pervez Musharraf, the country's military ruler, last December.

They have now revealed that Abu Faraj, who was once Osama bin Laden's personal assistant, is also in frequent contact with al Qa'eda members and supporters abroad, particularly in Britain and America. They have identified two people - both of whom are in British custody - as recipients of coded messages from Abu Faraj.

The existence of a trove of secret al Qa'eda e-mail messages first emerged in July, when Pakistan announced the arrest of Mohammed Naeem Noor Khan, a communications specialist who visited Britain often and gathered information on possible terror targets around the world. Eight British suspects were arrested and remain in custody, charged under the Prevention of Terrorism Act.

Pakistani officials now say that some of the encrypted messages sent to the Britons originated from Abu Faraj.

"The coded messages deciphered recently have revealed to us that he was not only co-ordinating pre-election terrorist acts in the US, but had sent several messages to several militants in the UK in the last eight to 10 months . . . to share notes with them about future terror attacks in the UK," said an investigator who has seen the communications.

At least two of the British-based militants are believed to have travelled to Pakistan from London and met Abu Faraj to finalise details of attacks.

Investigators discovered a passport-size photograph of Abu Faraj among the possessions of another captured militant. Dressed in Western clothes, with a tie, jacket and white shirt, he may have been attempting to create a new identity and passport to enable him to escape Pakistan, if necessary.

Last month Pakistan put him at the top of a list of the country's "most wanted terrorists" and offered a reward of 20 million rupees (£196,000) for his capture.

Abu Faraj, who is 40, has a Pakastani wife and speaks Arabic and Urdu, is thought to be around five feet six inches tall and muscular.He suffers the skin disorder luecoderma, also known as vitiligo, which causes white spots.

He first became closely involved with bin Laden while he was based in Sudan and later arranged forged passports to enable Arab recruits to travel to new training camps in Afghanistan.

For some time he was chief of al-Qaeda's North African operations, but assisted Khalid Sheikh Mohammed - known as KSM - plan the September 11 attacks and was promoted in his place when Mohammed was captured in Rawalpindi.

"He was KSM's right-hand man and was personally trusted by bin Laden due to his past role," an official said.

He is now thought to be operating from the lawless tribal areas of Pakistan, one of the handful of al Qa'eda operatives who may know the whereabouts of bin Laden and his deputy, Ayman al-Zawahiri.

"He communicates with his cadres through a Pakistani militant, who receives cell or satellite telephone calls on his behalf, gets his instructions and passes them on," an official said.

"But they are very smart. Every time we arrest any militant linked to them and get access to their numbers, they quickly switch over to a new cell or satellite phone number."

• Three years after September 11, America's Central Intelligence Agency unit dedicated to tracking al Qa'eda is badly understaffed and made up of inexperienced operatives who may spend a mere two months on the job, according to a senior intelligence officer at the agency, writes Julian Coman.

The stinging criticisms made last week by Michael Scheuer, who worked in counter-terrorism for four years in the late-1990s, will deepen controversy over the operation of American intelligence since the World Trade Center attack.

Mr Scheuer is the author of the best-selling book, Imperial Hubris: Why the West is Losing the War on Terror, which was published - at first anonymously - in July. Since he was uncovered as its author he has been banned by his employer from giving media interviews, but made his latest attacks in a letter to the United States Senate Intelligence Committee.

In the letter Mr Scheuer, who was the head of the CIA's bin Laden unit until 1999, accuses senior managers of failing to ensure the "optimal performance" of the US intelligence community.

He also says that the CIA missed a series of opportunities to tackle the threat from al Qa'eda and prevent the September 11 attacks.

According to Mr Scheuer: "There has been no systematic effort to groom al Qa'eda expertise among Directorate of Operations officers since September 11. Today the unit is greatly understaffed because of a 'hiring freeze' and the rotation of large numbers of officers in and out of the unit every 60 to 90 days."

He lists 10 management and leadership problems at the agency and chronicles a history of failures to deal with al-Qaeda, dating back to the mid-1990s.

The letter accuses senior CIA managers of "a want of moral courage, an overwhelming concern for career advancement, or an abject inability to distinguish right from wrong".

Just a small blurb in the Tribune today about the garbage truck incident. No final answer. All they said is it might have been construction equipment used to x-ray buildings. These things seem to keep popping up in the headlines, if that's what it was.

"A preliminary investigation determined that the truck was carrying material used to X-ray building structures, Gault said.
