A confidential report by the Inspection générales des affaires sociales (IGAS) to the government reveals that 250,000 foreigners who have had their application for asylum refused still live in France because the authorities do not know what to do with them.
Without really draconian laws and sizeable detention camps there is no practical solution. The French are against such measures, associated with totalitarianism and the horrors of the occupation.
Every year France receives 60,000 applications for asylum of which 80% are rejected, at a cost of 286m.

One more thing: I sure hope that the authorities are ruling everything in first before the evidence is there to rule anything out. This is the way it should work and I think this is the way it does work.

I do not buy all that I hear in the lamestream press, even on FoxNews. They all no doubt have been asked to handle events -- should they occur or be poised to occur -- in a certain way. I do not often look for too much confirmation from the press, especially after that Tom Ridge/media exec meeting months ago.
So, I try not to trust nor discount everything and I look at everything with a skeptical yet a believing eye.

BEIJING Ethnic clashes between majority Han Chinese and Muslim Hui left almost 150 people dead and prompted the authorities to declare martial law in a section of Henan Province in central China, journalists and witnesses in the region said Sunday.
The fighting flared last Friday and continued into the weekend after a Hui taxi drivers car hit and killed a 6-year-old Han girl, prompting recriminations between different ethnic groups in neighboring villages, these people said. One individual briefed on the incident by the police said that 148 people had been killed, including 18 police officers sent to quell the violence.
Chinese media have reported nothing about unrest in Henan. But a news blackout would not be unusual, as propaganda authorities routinely suppress information about ethnic tensions.
Though most Chinese belong to the dominant Han ethnicity, the country has 55 other ethnic groups, including several Muslim minorities and others with ties to Tibet, Southeast Asia, Korea and Mongolia.
Hui Muslims, scattered in several provinces in the central and western parts of the country, are relatively well integrated into Chinese society and not generally considered a threat to stability.

I noticed that too...in addition to the different clothing and missing weapon by his side, missing from his speech, lecture, warning, whatever you want to call it, were the Praise Be's and Allah Willing's every other word or two.

ATS is a useful tool, but I don't see the need to post all that stuff here. The UBL tape has been authenticated, case clased IMO. I don't think the netizens have a better handle on this stuff than the feds.
You can question the other if you wish, but I tend to believe both are legit.
I agree that UBL was giving us the history behind his jihad. Remember though, that before the Bali bombing, he mentioned paradise in a way that it was a clue to the target of the Paradise Hotel. Something about UBL specifically pointing out the 6th Fleet stopped me in my tracks. Then with some digging, it was even more disconcerting to find that the 6th fleet had moved to Naples 'recently'.
No doubt UBL wants to hit Italy too, he's made that quite clear. Hopefully, there's no connection between the 6th Fleet as a possible 'keyword' in his message. I've been wrong plenty of times in my guesses on this thread. I hope I'm wrong this time too! :-)

ARTICLE SNIPPET: "Islamic militants yesterday threatened to kill an Irish woman and two fellow hostages in Afghanistan, warning: 'We will not only behead them, but chop them up, as is being done in Iraq.'
A Taliban breakaway faction known as the Jaish-e-Muslimeen (Army of Muslims) said it had snatched 35-year-old Annetta Flanigan, a UN official, and two colleagues last week and will kill them unless US and coalition troops withdraw from the country.
Ishaq Manzoor, a spokesman for the group, said: 'If these countries don't agree to our demands, we will do the same thing as the mujahideen are doing in Iraq.'
Manzoor also demanded the release of all Afghan detainees from the US prison at Guantanamo Bay in Cuba, and called for the search for the captives to be halted. He claimed that a video showing the prisoners would be released 'in two or three days' to an Arab television channel. 'These people are with us. They have difficulty in eating our foods, but they will soon get used to it.' He also said Flanigan had been ill but had recovered after being given medicine. Manzoor added: 'We may kill them if we could not get a positive response.'"

Didn't AQ just merge (for lack of a better word) with some other terrorist group? And I believe I just saw someone mention that they want to join or OBL wants to take over Hamas. I think we can probably expect more videos and audios from people we aren't familiar with. I know that's not exactly the case here, just a thought.

Al-Qaeda plans to attack British military bases: report
LONDON : Al-Qaeda is planning to attack British military bases, the Sunday Telegraph reported, quoting a top-secret British intelligence document.
There is a "substantial" threat against military bases from international terrorists organisations, said the newspaper, which claimed to have obtained the report, entitled "Security Update September 2004".
Horse Guards Parade, Wellington Barracks, and the Royal Guard Rooms in Buckingham Palace - all in central London - face a "severe" threat, the second highest danger level, the newspaper said.
The document, marked "restricted", has been distributed to all military garrisons in Britain, it said.
"Credible reporting continues to indicate that AQ (Al-Qaeda) and associated terrorist groups, intend to attack Western targets globally," the report says, according to the newspaper.
"Targeting against UK and US interests both at home and abroad remains a priority for AQ... the UK remains a high priority for AQ planning for terrorist attacks and (AQ) will employ a variety of attack methods to breach physical security measures," the document says, according to the same source.
It also warns military service personnel that there is a "real" threat against identifiable servicemen and advises against the wearing of uniform in public "especially in the vicinity of home or while travelling on public transport," the Sunday Telegraph said.
The newspaper report comes the day after Al-Qaeda chief Osama Bin Laden, architect of the September 11, 2001, strikes in the United States, threatened new attacks in a video message broadcast by the Al-Jazeera Arab satellite television network.
