The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

ATLANTA (CNN) -- As more than one billion Muslims prepare to celebrate Ramadan, terror experts are mixed about whether the holy month is a tool for recruiting terrorists.

Some terrorism experts and Islamic scholars say Ramadan gives extremists an opportunity to enlist new recruits.

"It's a time which can be exploited by radical clerics to motivate individuals into taking action on the basis they are somehow serving their religion," says terror expert M.J. Gohel.

And analysts see another temptation for terrorists: exploiting the Battle of Badr, a symbolic date in Muslim history, which falls near the U.S. presidential election.

Here is a copy of at least one of those messages from December 2003 about the next usama videotape release. Al-Qaeda Hunter from It's Happening posted this about one hour ago.

Al-Qaeda Hunter's post contains his own questions and analysis; followed by a relevant portion of one of those jihadi messages about videotapes; ending with a few articles making the rounds recently due to the 2 terror tapes.

Coincidence? I think I have this figured out.
Back in December 2003 this post was made. Please note that it states the "Clouds Organization". Anyone following our forum knows that this is the Al-Qaeda propaganda machine. A.K.A. the "Sahab Production Committee". It states that an OBL video would be released on the occasion of a major event that will shake the region.

Okay, here's where I see a connection. On 10/28 ABC gets a video of an American speaking Al-Qaeda member threatening attacks within the United States. What caught my eye is the fact that this video was made by the Sahab Production Committee A.K.A. the Clouds Organization.

Now, 2 days later, OBL appears in a new video!!

Does anyone else see the connection?????
The only thing missing is the "major event that will shake the region".

I know, the clouds organization post is old, but we all know Al-Qaeda takes their time while planning attacks.

Here's one other thought I had.

In the 75-minute message, the speaker who identifies himself as "Azzam the American" praised the Sept. 11 attacks, called Osama bin Laden and his deputy his leaders, and said a new wave of attacks could come at any moment.

ABC News obtained the video in Pakistan on Friday from a source known to have Taliban and al-Qaeda connections, according to the ABC report.

ABC's Web site said it paid the source $500 in transportation fees. Since then, the network has been working with intelligence officials to understand the tape's content and origins.

On the tape, the speaker says: "Allah willing, the streets of America will run red with blood, matching drop for drop the blood of America's victims."

The speaker, who wore a headdress that covered his face except for his eyes, claims the United States is his country of origin but does not say specifically where he lives. He speaks both Arabic and English with an international accent that is hard to characterize, the intelligence official said.

The video appears to have been released by al-Qaeda's media organization, containing a banner attributing the video to the Sahab Production Committee.

"The video content is classic al-Qaeda propaganda, in terms of anti-U.S. ideology and denunciation of the U.S.," the official said.

The official also said the video appears to have been made in the last several months, perhaps as recently as late summer, because of references to the conflict in Darfur, Sudan, and the Sept. 11 commission.

Al Qaeda leader Osama bin Laden has warned the United States it faces more attacks because the reasons for mounting the September 11 strikes still exist.

In a video aired by Arab TV network Al Jazeera he admitted responsibility for the attacks on New York and Washington three years ago.

Speaking just days before President George Bush faces re-election, he said: "Despite entering the fourth year after September 11, Bush is still deceiving you and hiding the truth from you.

"Therefore the reasons are still there to repeat what happened."

President Bush has ordered US forces to capture the Saudi-born terrorist dead or alive.

He is believed to be hiding in the border area between Afghanistan and Pakistan.

An editor at Al Jazeera said the Qatar-based channel had received the video on Friday but did not say how.

Saudi-born bin Laden last appeared in a video broadcast by Al Jazeera in September 2003.

It showed him and his deputy Ayman al-Zawahri on a mountainside praising the September 11 hijackers.

In April, Arab television stations broadcast an audio tape purportedly from bin Laden offering a three-month truce to Europeans if they withdrew troops from Muslim nations.

The Pakistan tape was released to let who ever was holding the Osama bin Laden tape know that the cell was ready to carry out the attack. Once the tape was made public, it triggered the release of the Osama Bin laden tape. If the cell was operating independent of Al Qaeda Leadership that explains, why no warnings on the forums or knowledge of it on the Forums and Islamic websites it insures operational security!

I agree fully with Jill and OBL's tape confirms these observations. Either the Paki tape was highly secure opsec or someone outside the jihadi chatter channels did it. With the release of the OBL tape these dots connect nicely.

Don't click, and send it on to yahoo to whatever department they have to report spoof or phishing emails.

You probably got one of those, ebay and paypal are constantly being used in this way, these emails keep getting sent out in their names, and telling you to click on the link to update. I send at least 2 or 3 a week on to them, they're always fraudulent.

Don't click it, and forward on the email, they'll reply to you pretty quickly to let you know if it's fake or not.

Having reviewed the transcript posted by TT (thanks Fullwave), one thing stands out loud and clear. OBL is laying out his 'legal' justification for the 911 attacks as well as maintaining the right to conduct additional attacks because his 'legal' points are still valid. Secondly, although he is careful to point to US 'policies' and not single out either candidate, he is making it clear by inference that he does not want Bush re-elected. Finally, there is some ambiguity as to whether or not the attack will occur PRIOR to the election. Same as with yesterday's video. Seems that they want Bush defeated and if he is reelected, retribution may follow quickly after the election. It seems both videos are giving the American people an ultimatium - If they vote for Bush, they are voting for a terror attack.

LOL, what are you doing posting that on ANOTHER thread. Really, good analysis. The Paki/ABC tape was out of the ordinary for many reasons. This is the first occasion that a cell potentially has released a message to communicate to OBL in this manner. Time will tell if this analysis is true or not.
