The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

ATLANTA (CNN) -- As more than one billion Muslims prepare to celebrate Ramadan, terror experts are mixed about whether the holy month is a tool for recruiting terrorists.

Some terrorism experts and Islamic scholars say Ramadan gives extremists an opportunity to enlist new recruits.

"It's a time which can be exploited by radical clerics to motivate individuals into taking action on the basis they are somehow serving their religion," says terror expert M.J. Gohel.

And analysts see another temptation for terrorists: exploiting the Battle of Badr, a symbolic date in Muslim history, which falls near the U.S. presidential election.


"I will never cower before any master nor bend to any threat."

Was listening to WLS too earlier today, someone called in and said that he was a mile away in his car, and could smell the acrid fumes from the fire, said he didn't know what could have been in that Walgreen's to have caused such a smell.

Said he's never smelled such a strong natural gas odor before, he was nearby before the explosion, and even called it in to the gas company.

Is this a normal amount of small plane accidents that have been occurring lately? Does this seem out of the ordinary to anyone?

I just don't remember hearing about so many at one time.

At first I thought it was just some college kid trying to score some weed, but, the coordinates are for Offutt AFB in Nebraska (US Strategic Command). Odd place to do a drug deal.

Not sure if it means anything, but Offutt was where the Pres was for some hours after 911, when his plane landed there, after leaving Florida.

2. Private School
3. A combination of homeschooling and private
school classes
4. Homeschooling during the elementary years
and private school during the high school years

The order came after Muslim leaders protested that the churches were meeting illegally. The congregations had applied as early as 1993 for permits for church buildings but were refused because officials said the land was reserved for a housing development, not for places of worship. Christians have since been meeting in private homes, but a local Muslim group declared this was illegal. Despite negotiations, the Christians were ordered to stop meetings in the first week of September. Local officials rarely grant permission for a church building to be erected and they don’t allow congregations to meet in private venues. Many Christians say this is an abuse of their basic right to religious freedom. Rev. Simon Timorason of the West Java Christian Communication Forum says the churches will try to resolve the issue through proper legal channels."

I assume your church filed a police report.

It would be interesting if someone could send a copy of the report (or at the very least a case number) to DOJ with a brief note stating that your church vandalism sure seems very similar to the the vandalism described in the DOJ press release.

Who knows? Maybe the suspects traveled around.

Thinking broader though, the hate against Christians and Jews is pretty world wide. I guess the vandals who vandalized your church could be anyone, anywhere who did it for whatever hateful reasoning that goes through their hate-filled brains.

The vandalism occurred in 1998. A police report was filed. About forty people with wet/dry vacuums showed up. It took about 10 hours to dry the rugs and get all the fire extinguisher discharge cleaned up. The windows were replaced the next day as they posed a safety hazard. We were short on hymnals for six months. Fortunately, we were able to repair all the damage in short order. The building is shared by 4 congregations of around 500 people each. Finding the resources to quickly repair was not a problem.

FWIW, when BPL becomes available, you will deploy it like DSL or a cable modem. A BPL modem will be attached to your powerline and a 10/100 Ethernet port will connect to your router/firewall device.

The ARRL has a page of tutorial info on BPL at this link.

October 20, 2004


This Travel Warning updates information on the use of civilian aircraft to arrive in or depart from Iraq, security conditions and to reiterate the dangers of road travel within Iraq. This supersedes the Travel Warning of September 17, 2004.


The Department of State continues to strongly warn U.S. citizens against travel to Iraq, which remains very dangerous. Remnants of the former Baath regime, transnational terrorists, and criminal elements remain active. Attacks against military and civilian targets throughout Iraq continue, including in the International (or “Green”) Zone. Targets include hotels, restaurants, police stations, checkpoints, foreign diplomatic missions, and international organizations and other locations with expatriate personnel. These attacks have resulted in deaths and injuries of American citizens, including those doing humanitarian work. In addition, there have been planned and random killings, as well as extortions and kidnappings. Several U.S. citizens were recently kidnapped and murdered by terrorists in Iraq. U.S. citizens and other foreigners continue to be targeted by insurgent groups for kidnapping and murder. Military operations continue. There are daily attacks against Multinational Forces - Iraq (MNF-I) throughout the country.


There is credible information that terrorists are targeting civil aviation. Civilian and military aircraft arriving in and departing from Baghdad International Airport have been subjected to small arms and missiles. Civilian aircraft do not generally possess systems, such as those found on military aircraft, capable of defeating man-portable, surface-to-air missiles (MANPADS). Anyone choosing to utilize civilian aircraft to enter or depart Iraq should be aware of this potential threat, as well as the extremely high risk to road transportation described below. Official U.S. Government (USG) personnel are strongly encouraged to use U.S. military or other USG aircraft when entering and departing Iraq due to concerns about security of civilian aircraft servicing Iraq. Currently, USG personnel are only authorized to travel commercially on Royal Jordanian Airlines.


All vehicular travel in Iraq is extremely dangerous. There have been numerous attacks on civilian vehicles, as well as military convoys. Attacks occur throughout the day, but travel at night is exceptionally dangerous. Travel in or through Ramadi and Fallujah, travel between al-Hillah and Baghdad, and travel between the International Zone and Baghdad International Airport is particularly dangerous. Occasionally, U.S. Government personnel are prohibited from traveling to select areas depending on prevailing security conditions. There continues to be heavy use of Improvised Explosive Devices (IEDs) and/or mines on roads, particularly in plastic bags, soda cans, and dead animals. Grenades and explosives have been thrown into vehicles from overpasses, particularly in crowded areas. Travel should be undertaken only when absolutely necessary and with the appropriate security.


The U.S. Embassy is located in the International Zone. The Embassy can provide only limited emergency services to U.S. citizens in Iraq. At present travel to and from the International Zone is extremely limited. The U.S. Embassy does not provide visa services to the general public. American citizens who choose to visit or reside in Iraq despite this Travel Warning are urged to pay close attention to their personal security, avoid crowds, especially rallies or demonstrations and to inform the U.S. Embassy of their presence in Iraq. All Americans in Baghdad are strongly encouraged to register with the Embassy at the following website: https://travelregistration.state.gov/ibrs/home.asp.

IRAQI GOVERNMENT SLAMS AID WORKER’S KIDNAPPING, CALLS ON AID AGENCIES NOT TO LEAVE
More Than 24 Hours After Kidnapping, Still No Word On Who Kidnapped Aid Worker Or What Are Their Demands

BAGHDAD, IRAQ  (ANS) -- The Iraqi government denounced on Wednesday the kidnapping of Margaret Hassan, the head of the international relief group Care in Baghdad, and lashed out at Al-Jazeera television for airing footage of her in captivity. "We condemn the kidnapping of... Margaret Hassan by terrorists in Iraq... (as a) crime against Islam and Iraqi traditions," said a statement from Prime Minister Iyad Allawi's office, reported by South Africa’s www.News24.com website.

The government lauded Hassan for her efforts in Iraq and said her kidnapping on Tuesday was "a clear indication of the base and bad intentions of the terrorists who call themselves mujahedeen (holy warriors)."

The government said it was working hand in hand to secure her release with the governments of Britain and Ireland, where she also holds citizenship. But it attacked Qatar-based Al-Jazeera for airing footage of her in captivity that was sent to the station by Hassan's kidnappers, the website said.

"It is regrettable, but comes as no surprise, that the television channel Al-Jazeera has once again served as the advertising agency of these terrorists," the statement read, urging responsibility in media coverage.

The satellite channel's offices in Baghdad were shut down by the government in the summer amid allegations by Iraq that it was abetting the country's deadly insurgency.

STILL NO WORD ON MS. HASSAN’S FATE

The Voice of America (VOA) reports that more than 24 hours after she was abducted, there is still no word on who kidnapped CARE executive Margaret Hassan, and there have been no demands from the kidnappers.

Ms. Hassan, who holds dual British and Iraqi citizenship, was abducted Tuesday from her office in Baghdad. The aid worker, who is married to an Iraqi, has lived in the country for 30 years and is well known in the Middle East for her humanitarian work, the broadcast news agency said.

The spokeswoman for the U.S. office of Islamic Relief, Arif Shaikh told VOA she is shocked such an abduction would occur during the Islamic holy month of Ramadan, and she is appealing for Ms. Hassan's release.

"It is really a shame that this would happen in this holy month. So, we really encourage the people to release her immediately. From what we know of Margaret she is an exceptional person who has devoted her life to humanitarian work," said Ms. Shaikh.

A woman who lives next-door to the CARE office in Baghdad, Shihan Abdel, says she has known Margaret Hassan for years, and everyone in the neighborhood is worried about her, the VOA reported.

"All the families feel sorry about her. She is so nice. Quiet. She is good personality and she loves all people," said Ms. Abdel. "She has no relation with politics. Her husband is Iraqi. Her children are Iraqi. All the people working there they are Iraqi. She helps nearly all people."

Ms. Abdel says she thinks the people who abducted Ms. Hassan did it for ransom money, not for political purposes. Experts say criminal gangs in Iraq sometimes sell their hostages to political groups, which have carried out the much-publicized executions of many of the captives. But all of the seven other women known to have been kidnapped have been set free, the VOA said.

The broadcast agency said Ms. Hassan's husband plans to speak publicly Thursday in Baghdad, if his wife is still in captivity.

IRAQ URGES AID AGENCIES TO STAY

Meanwhile, the British Broadcasting Corporation (BBC) said a senior Iraqi official has urged aid agencies in the country not to leave following the kidnap of Care International director Margaret Hassan.

National Security Adviser Muffawaq al-Rubaiye said the Iraqi people needed the agencies badly, and pulling out would mean giving in to terrorists. The appeal came as Care International itself suspended its aid operations, the BBC said on its website.

Mr Rubaiye said he did not know who had kidnapped Mrs Hassan, who was seized on her way to work in Baghdad on Tuesday.

“If they do [leave], this is exactly what the terrorists and these criminals want them to do, and the Iraqi people need them badly,” al-Rubaiye said.

A video of Mrs Hassan -- who was born in Ireland and has dual UK and Iraqi citizenship -- was broadcast on al-Jazeera TV station, showing her with her hands tied behind her back.

The BBC reported that British Prime Minister Tony Blair and Irish Prime Minister Bertie Ahern both said they were doing everything they could to secure her release.

The broadcast news site said that Iraq has been hit by a wave of kidnappings of foreigners since 2003 for political reasons and ransoms. But criminal gangs have also seized many local residents -- notably a succession of prominent doctors and businessmen -- to extort money from their families.

In other developments:

In an interview for BBC Radio 5 Live, Mr Rubaiye described the kidnapping as "very unfortunate," adding that Mrs Hassan had been doing good work for Iraqis for more than a decade.

"These people, I can tell you, are going to alienate all Iraqis against them," he said, referring to the kidnappers.
He said the government was doing its best to give extra protection to NGOs, and urged them to stay.

"If they do [leave], this is exactly what the terrorists and these criminals want them to do, and the Iraqi people need them badly," Mr Rubaiye said.

But Robert Glasser, chief executive of Care Australia, which is co-ordinating the charity's operation in Iraq, said work had stopped since Mrs Hassan was taken.

"Our staff are not operating currently there, they're certainly not working there now in light of the current situation.”

Patients in wheelchairs gathered at a Baghdad hospital, whose rebuilding Care International had funded, to protest against Mrs Hassan's kidnapping, Reuters news agency reported.

"She rebuilt this hospital in co-operation with the medical staff here and her humanitarian efforts. Without her help we can't do anything," patient Mehdi Jaffa told the agency.

Mrs Hassan's husband Tahseen Ali Hassan appealed for her release, saying she had never received any threats before the kidnapping.

"This is a humanitarian organization which has been serving the people of Iraq for 30 years," he said. "She was well loved by everyone."
