Insurgent Alliance Is Fraying In Fallujah Locals, Fearing Invasion, Turn Against Foreign Arabs By Karl Vick Washington Post Foreign Service Wednesday, October 13, 2004; Page A01

BAGHDAD, Oct. 12 -- Local insurgents in the city of Fallujah are turning against the foreign fighters who have been their allies in the rebellion that has held the U.S. military at bay in parts of Iraq's Sunni Muslim heartland, according to Fallujah residents, insurgent leaders and Iraqi and U.S. officials.

Relations are deteriorating as local fighters negotiate to avoid a U.S.-led military offensive against Fallujah, while foreign fighters press to attack Americans and their Iraqi supporters. The disputes have spilled over into harsh words and sporadic violence, with Fallujans killing at least five foreign Arabs in recent weeks, according to witnesses.

"If the Arabs will not leave willingly, we will make them leave by force," said Jamal Adnan, a taxi driver who left his house in Fallujah's Shurta neighborhood a month ago after the house next door was bombed by U.S. aircraft targeting foreign insurgents.

This has been building for a while and I was wondering when it would start to break down. Various Iraqi papers have been reporting on the friction between the groups since early summer.

Like many in Fallujah, this policeman expressed resentment at insurgents who are capable of calling someone a spy merely for talking with people from out of town or trying to make a call on a satellite phone.

"I hate them,” he said. “The mujahideen can decide 'you're a good man', or 'you're a spy.' If it's 'you're a spy', then you're finished."

Others resent the mujahideen’s contempt for anyone who chooses not to carry arms.

"When I see them, I say 'Welcome! Welcome mujahideen! God grant you victory!' But in my heart I curse them," said one merchant.

He recently saw a group of fighters preparing to fire a mortar outside his house, and asked for a few minutes to get his family away from the area before US forces shot back.

The insurgents granted the merchant's request, but only grudgingly, telling him he was a coward, not a Muslim.

I imagine most Iraqis are praying for President Bush's re-election, as well.

Yep, first we get the "insurgents" to take out the terrorists, then we start working on the insurgents to get them to either join normal society or die.

The tribes have started to go after these foreigners.

A lot of the Baathist holdouts have blood on their hands and they know that the Iraqi people will tear them limb from limb if they ever get their hands on them.

We'll either have to kill them or relocate them to another country where they can start another life.

Over 2 years ago he predicted the terrorists would turn on one another as our pressure increased.

They heap particular contempt on Abu Musab Zarqawi, the Jordanian whose Monotheism and Jihad group has asserted responsibility for many of the deadliest attacks across Iraq, including videotaped beheadings.

It's a start. Too bad there's no way to keep that going. Perhaps by surrounding the place and demanding the foreign terrorists are turned over in exchange for amnesty.

Then, when that happens, use an Islamic-style flimsy pretext to resume shooting, and gun down all the local terrorists.
