I really think Kerry gets confused and makes up these convoluted answers as he talks. That quote is only one of many examples of Kerry saying nothing in 80 words or more.
Seldom does Kerry's responses to questions make sense.

I hope Bush can get him tripped up Wednesday night to stumble like Friday night. POTUS isn't going to practice --Kerry plans to practice until the debate... in other words Carvell and Begalla are going to train the monkey some more.
Did any of you ever watch that horrible political thing George Clooney put on HBO last Fall? It showed the C & B training Howard Dean....
