I think part of Bush's hesitancy comes from the fact that he does have a fear in God, and it's unfortunate that the debate means the guy who is properly reserved and humble gets the short end of the stick.
I believe that a lot of what is attributed to Bush as slow thought is instead a man who's trying to choose his words carefully before a higher power. You don't need to believe in God to understand this, you just need to know that the President does.
