That was the first thing that crossed my mind too, Shield, Jersey, NY and Philadelphia have a lot of organized crimes types and some story has just been on one of the news networks in the past few days on that exact topic.

I heard the explosion this morning from my Hoboken apartment. Since the sound of the explosion came from near the tunnel, I thought it might be terror related. However, once I was able to see the traffic on the tunnel approaches moving, I knew it couldn't have occurred in the tunnel.
In any event, it looks like the explosion happen just west of the tunnel approach and about 400 feet up the side of the hill there. If it was an intentional explosion, it was not likely supposed to cause havoc at the tunnel or its approaches.

If this car was suppose to go boom inside the tunnel, he may have been the volunteer and just didn't do it right.

Maybe, but a non-terrorist act is far more likely. Perhaps living in Manhattan and dealing with every siren and building fire and transformer blowing up has made me less likely to automatically assume terrorism every time something goes wrong.
