Because he was ranting on about preventative medicine... Yes that was Gwen's black women question. AIDS is spread, for the most part, by inappropriate personal behavior. It is preventable. Gwen wanted to know what the government was going to do about it. After all, it is Bush's fault because he doesn't care about black people.
