In addition to the presidential election, North Myrtle Beach voters will decide at the polls Nov. 2 whether to keep incumbent state Sen. Dick Elliott in office or welcome newcomer Katherine Jenerette.
Elliott, 67, has a long history in politics and government. Elliott, a Democrat, has been state senator since 1992 and served 10 years prior in the House. He also is the owner of Elliott Realty and a partner in ventures that developed Beachwood Golf Club and Eagle Nest Estates and Golf Club.
For Jenerette, a Republican, campaigning is a new experience. This is the 36-year-old's first time running for office.
She said she is what most would consider a military brat, although she considers Newport News, Va., home. She has served in the U.S. Army and in the Persian Gulf War during Operation Desert Storm with the 3rd Armored Division Headquarters.
She teaches American history at Horry-Georgetown Technical College as an adjunct professor.
Both Elliott and Jenerette, among other things, have expressed opinions about getting Interstate 73 built.
"It's a must-do highway," Elliott said. "We must build it. I'm in favor of it."
The public hearings and studies are about finding the most sound engineering practices, cost effectiveness and the environmental impact of the highway, he said.
Jenerette belongs to the S.C. I-73 Association, a membership organization that supports the construction of I-73.
"Wherever [S.C. Department of Transportation] wants to put it, that's where it should be," she said.
"We've got to wait for the study to come out to say where it should go. We've got to support that effort and not hinder it at all."

The greatest personal challenge you have faced:
Meeting the mortgage payments in early years as I was trying to build a business.
What is the biggest problem that your district faces and how would you work to solve it?
Unemployment is a major problem for people in District 28. We have to do a better job to target the area with better infrastructure. We have to deal with the education level in the area, and roads are critical to us. We are trying to meet the challenges of a growing community. I think we will plan better and wiser and make a better community if we meet the needs of senior citizens as well through making sure they have access to health care and by having better health facilities for them.
Legislators are cutting the budget but continue to seek tax cuts. Do you think more cuts should be made, and if so where? If you say waste, identify it. What tax cuts should be made? Or would you be willing to raise taxes, and if so, which ones and how much?
I think we can make additional cuts in the state budget. We have to go through the budget with a fine-tooth comb. One of the fastest growing is health-related cost. Health care and education are two items that will be on top of the state's list for funding. We have a lot of work to do to get people employed, educated, health care and better infrastructures. I'm not in favor of raising taxes. We need to get people employed, and that won't happen through raising taxes.
What is your approach to funding of both K-12 and higher education? Both have been cut along with other state- supported programs. Should this money be restored and if so, how?
The lottery has helped tremendously in higher education. In the state, we probably need to increase funds for K-12. When we can afford it, the money needs to be replaced for K-12. We need to look at what programs will be better to level the education system in the state. Colleges and universities are doing a good job. We've done a good job in higher education. We just need to work on K-12.
How would you balance growth with quality of life issues such as clean air and water, and what is the state's role in these issues?
The quality of life, the environment and growth go hand in hand. We must have planned growth or our communities will start to decay and go backward. Environmentally, we must have better highways, safeguards against stormwater runoffs and pollution going into the marshes. We have to be aware of our potential harm to our environment, which is essential for us to protect it.

My work experience; some of my friends didn't come home from Desert Storm. It made me realize how lucky and fortunate I was and gave me more of a purpose to life.
What is the biggest problem that your district faces and how would you work to solve it?
The district is so big, when I ask voters in Horry County and then the voters in Dillon County what is the biggest problem they face, I get two different answers. One will tell you roads and infrastructure and the other will tell you jobs. Both of these problems are linked together. We critically need infrastructure like I-73 for our tourism industry at the beach, as well as for jobs for people in the Western areas of my district.

No. 1, as a conservative - I'm for less taxes. I believe that people should be able to keep their hard money in their own pockets and not the pockets of the government. Government should only be large enough to get the job done, but small enough to stay out of the way of people and the businesses that form that backbone of our state economy. I'm against raising taxes. By restructuring our state government, we can become more efficient and redirect funding to meet our governmental needs without raising taxes.

This ties into restructuring of government. I have three children in the public schools. The Superintendent of Education should be appointed by the governor. This will remove some of the politics from the job and the State Education Department and put the focus back on education. Also, this will hold the governor accountable for education policy and funding in our state. The system as a whole - K-12 and higher education - needs to be reviewed and improved. It all ties back into economic development.
How would you balance growth with quality of life issues such as clean air and water, and what is the state's role in these issues?
Clean air and clean water is vital to all of us. The state has to set certain standards for the entire state. Then it's up to each county through its zoning and land use plan, approved by the state, to implement those state standards adapted to their unique county needs. People need to have places that are good to work in and good to live in.

On my way to a voter's forum this evening. The campaign is going great. I have supporters all over the district and even outside the district. ;)
Some Democrats in Marlboro County are throwing me a 1,000 plate barbeque with a band, etc. Saturday Oct. 30 in the small town of McColl. Everyone's invited! Yes! I said Democrats...
Oh yea...I do kayak and I'm learning to Wind Surf. What the heck...you only live once and I want my children to "learn" that same spirit, by watching and doing.
