Yes, but it hasn't proven to be terribly effective. He did this after Bush's speech at the convention, he did it with the U.N. speech and trashed Allawi. neither incident served him well.

It's good "ambush" politics, especially when running against an incumbent..I'd expect him to have a presser after Bush's speech as well... And I'd expect both F'ing pressers to be covered extensively, while President Bush's speech is essentially uncovered.

Regarding Bremer and the allegation that the looting was not handled properly...
Do you think anyone will have the guts to ask Kerry if he would have issued the "shoot on site" order that would have been necessary to stop the lawlessness?
