I'd say to explain what he meant by saying "I was talking about was a test of legitimacy, not just in the globe, but elsewhere."

The Kerry campaign was delighted that the Massachusetts Democrat has forced the president into reactive mode.Kerry spokesman Phil Singer ridiculed Mr. Bush's decision to give a major speech, which will be delivered in Wilkes-Barre, Pa.
"George Bush has spent the last few months resorting to half-truths on the stump. Now he's going the whole way," he said. "A president needs to be forthcoming and straightforward about his polices, and if the last few days are any indication, Wednesday's speech will be neither."
He's trying to beat the President to the President's scheduled major speech for tomorrow. These rats move fast.

Bremer is very disloyal. He said in a speech he should have pushed the troop issue harder than he did with Senior Officials. Basically he says he told them so and they wouldn't listen.

KERRY: The president just said the FBI had changed its culture. We just read on the front pages of America's papers that there are over 100,000 hours of tapes, unlistened to. On one of those tapes may be the enemy being right the next time.
Fox News just announced that in the documents that Sandy Berger took last year were the DOCUMENTS that said that those tapes had not been transcribed.
Add this to the 'ports' report, and it's looking more and more like Kerry benefited from Berger's theft!

It's good "ambush" politics, especially when running against an incumbent..I'd expect him to have a presser after Bush's speech as well...
