Well, there is a tech help section of FR in chat you know.
But basically you just use html;
[img src=http://www.blah.com/blah.jpg ]
just replace the [] with <>

Do you have the picture address? If you find a picture on the web that you want to post, highlight the picture and then right click your mouse. Click on -- whatever it is..view source or something like that..it's at the bottom of the list -- the last item and you will see the pictures address.
<*IMG SRC="pictureAddress"*> Only do it without the asterisks.

You might also want to get your images onto a server.
www.fotki.com is nice and only 30 bucks a year.
Even I can use it, and that way, you aren't stealing band-width.

1st: the code would be: (img src = "http://www.whatever.com/whatever.jpg") replace ( ) with < > Note the importance of the quotation marks.
2nd: The photo must be on a server some where. You can't upload to FR web site. You can store the pic on your website or use any one of the free web hosting sites. See FreeRepublic thread titled HTML Sandbox. Copy and paste this URL into your browser to go there. http://www.freerepublic.com/forum/a392cb131441d.htm

Briefly, the picture has to be on a server that is publicly available; you can't post a link from your hard drive. Google "free image hosting" and use one of the sites that query will return to you. Once you upload your picture to such a server it will tell you what the URL is to find that picure, in the form "www.picturehost.mypix.jpg" or somesuch.
In your post, use the argument < img src="www.picturehost.mypix.jpg"> (take the spaces out from after the "<" and before the ">" in the example) and it will show up.
You can adjust the size of the thing so that it shows up nicely in less than its original resolution by adding width and height parameters, such that if the original picture was, say, 640 x 480, the argument < img src="www.picturehost.mypix.jpg" height240 width=320 > will post it at half its original size but at its original proportion.
Good luck.

WARNING:
There is a new Microsoft vulnerability out relating to JPEG files. Make sure you're getting your Microsoft systems patched against these vulnerabilites. Successful compromise can lead to remote code execution on our system.

It's good to see that you're seeking to upgrade your HTML skills.
Now that you are learning to post pictures, bear in mind that there is a standing rule at FR. When the names of certain females are mentioned in a thread, it is required to post a flattering photo.
The following is not among that group.
