That is referring to the Long Beach harbor. Now if Drudge was really on the ball, he would KNOW there has been a pre-strike readiness going on and the unions have been slowing down work a little so when they strike it is hell from day one.
It isn't the longshoreman looking to strike, but another job down there and the longshoremen will honor the line if they strike.
