Hehehe, I win only because I fight this issue all the time as I'm writing, constantly trying to figure out what to cap and what not to cap. I have a copy of CMOS (Chicago Manual of Style, THE authority on such issues) but it's a pain to look this stuff up, so I usually cave and ask my friend who proofs and copyedits for several of the big publishing houses. :-)

Don't you think it strange that noone has seen this murderer except behind a black hood? I never seen a report of him being spotted or thought to be in a particular area.
Osama was/is independently wealthy and was/is thought to be financing his operations. What or who is financing Zarqawi? I've never heard of an attempt to go after his money suppliers.
