LAS VEGAS, Nev. (9/17/2004) Sen. John Kerry said he would give the National Guard a more significant role in homeland security if he is elected the 44th president of the United States in November.
As president I will recognize that homeland security is a Constitutionally-mandated mission of the National Guard, the Democratic candidate told more than 3,000 Guard leaders and other members on Sept. 16. In addition to their current duties overseas, I will assign Guard units an additional mission to a standing joint task force commanded by a general from the Guard.
Kerry, a Navy veteran decorated many times for his service during the war in Vietnam, addressed the 126th National Guard Association of the United States General Conference and Exhibition two days after President George W. Bush addressed the same assembly at the Las Vegas Convention Center.
This task force will prepare, and execute, a coordinated strategy for homeland security, working with the states and the federal government to react in times of crisis, Kerry explained. While our military cant solve the entire homeland security challenge, the National Guard can make a real difference in protecting America from terrorism.
Kerry did acknowledge to his receptive audience that he knows the many ways that Guard members are already engaged in the global war on terrorism in this country and in Iraq and Afghanistan. Today, 40 percent of our forces in Iraq are from the Guard and Reserve, he said.

Kerry served two tours of duty in Vietnam. On his second tour he volunteered to serve on a swift boat in the river deltas, one of the most dangerous assignments of the war. His duty there earned him a Silver Star, a Bronze Star for valor and three Purple Hearts.
National Guard Association officials explained why it was important for both presidential candidates to the address the conference during this election year.
We sent both of the candidates invitations so they would know that we not only defend our nations values, we are also active participants in the most precious of American ideals democracy, explained Hargett.
We need to hear directly from the people who want to be our commander in chief for the next four years. Only that way will we be able to make a truly informed choice in November, said retired Brig. Gen. Stephen Koper, the associations president.
The candidates have come to know that their message will be taken back to thousands of Guard communities nationwide, Koper added. That makes our conference a strategic venue and particularly important this year as the military is a key campaign issue.
Kerry was the fourth consecutive Democratic presidential nominee to address a Guard association conference. He followed President Bill Clinton, who spoke in 1992 and 96, and then-Vice President Al Gore who addressed the assembly via satellite in 2000 at Atlantic City, N.J.
Kerry acknowledged many of the problems that Guard troops and their families have encountered while participating in the massive deployments during the three years since terrorists attacked this country on Sept. 11, 2001. One of them was health care benefits.
When you sign up for the Guard you should be eligible for TRICARE every day that you serve before, during and after mobilization end of story, he said.
Guard members need to be treated fairly, he asserted, because the reach of todays Guard is unlike anytime before. In Iraq, Afghanistan and the Balkans, you have been mobilized in record numbers for extended lengths of time.
Gone are the days when you could tell your family that it would be just six months, just nine months, just a year. Today weve got people doing multiple deployments serving 18, 20, even 22 months.
He also praised the Guard for continuing to answer the call during more traditional domestic emergencies such as floods, wildfires and tornadoes.
In the past few weeks, thousands of you have been in the eye of the storm, preparing for Hurricane Charlie, Hurricane Frances and Hurricane Ivan and afterwards helping our citizens rebuild their lives, Kerry said.

Just a little inside scoop from the Guard convention. Attendees were basically told their attendance at Kerry's speech was mandetory. They were also warned against making any protests during his speech. Despite that, actual attendance was minimal, and many left once Kerry started babbling. One attendee did boo when Kerry basically called Bush a liar, and that guy had the dogs sic'ed on him. Bottomline, Kerry's support among the National Guard is about a quarter inch deep and even less wide. Anyone actually in the room he was speaking in, had no doubt how much he is hated by the folks he was addressing. And that includes Kerry. The icy cold atmosphere may not have been obvious through media filters, but rest assured, Kerry felt it.
Nice to see the Guard giving such respect for a guy who spends his time calling Guard service "sitting out the war".
How did this guy come up with 3000 in attendance when the number was far less? Can't we even count on a enlisted man in the Guard to write a factual story. This is disgusting and whoever ordered them to attend should be removed from his position IMHO.

The people who run the guard have to be polite to a presidential candidate, because he could make a lot of trouble for them if he were elected. They owe it to their men to grease the wheels. But this is over the top.
So, after complaining about Bush "over-extending" our National Guard units...Jean Francois Kerry promises the National Guard that he will over-extend them!

"Outstanding" is the grade you want in any branch of the military.

If I were attending; I'd have asked our men to just stand as Kerry approached. Then, as he began speaking, we would have turned our backs to this traitorist bastard. At the end of his diatribe, we would leave silently for the parking lot, and drive away. I'd snub that bastard Kerry to the nth degree. Answer Kerry was an active duty officer with a reserve commission. In all branches of the armed forces, most junior officers have reserve commissions and don't get a "regular" commission until they obtain the rank of major (in Army, Air Force, Marines) or Lieutenant Commander in the Navy. Federal law only allows the military to have a limited number of "regular" commissions. It is an old dinosaur way of doing things.
