Probably the result of a Free Republic/Slashdot effect.
Thousands of people more than normal visiting a site tends to deplete the monthly allocation of bandwidth in a hurry.

(And wouldn't there be a different blurb, as in one that states that as the reason? [Like Tripod and Geocities do...])

And wouldn't there be a different blurb, as in one that states that as the reason? Not necesarily. Whoever programmed the site would write the error messages. They could write anything they want. One of the biggest problems programmers face is cryptic error messages that don't explain exactly what went wrong.

That's a generic error message. The programmer uses the same message for all exceptions.
Easy for him, hard for the users.
