Contracting Office Address N00164 300 Highway 361, Building 64 Crane, IN Description The Naval Surface Warfare Center, Crane Division requires Acoustic Hailing Devices meeting the requirements of the Integrated Radar Optical Surveillance and Sighting System (IROS3). Delivery of eight units FOB Destination NSWC-Crane required 60 days from award date of contract with subsequent deliveries 10 units every 60 days until order is complete. Preliminary inspection will occur at source by a Government QAR and final inspection and acceptance will be at destination by NSWC Crane personnel. This solicitation will be issued on a full and open competition basis using a Statement of Work and performance specification. The solicitation will include line items for engineering, testing, logistic, technical support (including but not limited to associated integrated logistics support, quality assurance, reliability and maintainability programs, testing, training, technical, administrative and financial data requirements), and repair. Contract/Ordering period is for a five-year period from award date of contract. Delivery will be specified in individual delivery orders DPAS rating is DO-A70. Offerors will be required to submit product samples, technical, past performance and price proposals. Award will be on a best value basis. "

The American Technology Corp (ATCO) LRAD (http://atcsd.com/gov_lrad.html) is a new non-lethal acoustic beam for long range hailing and defense. It a new breed of (next generation) sound devices from American Technology Corp (LRAD, HSS, NeoPlanar, SFT...). Some may like them, others are terrified by them. HSS for instance can beam sound to someones head at 150 yards, a person a few feet away wouldn't hear it. It was in Minority Report (that flat metal panel, it is a generation I HSS - Hypersonic Sound). LRAD can control a crowd (ie riot) or communicate at long distances, cutting through background noise and fog... The line is drawed at OSHA spec (there is BATTLE MODE KEY), 120DB max (LRAD does 151db in tone, 120 for voice), at least for now.
