They didn't figure on the chute possibly failing to even deploy. There was considerable worry during the Apollo 12 mission about the same thing happening (or not happening). The spacecraft was struck by lightning immediately after launch, and NASA was concerned that the strike had damaged the pyros (explosive charges that cause the chutes to deploy).
I'm quite sure they had more redundancy for man-rated pyros than the ones on this mission.

Interesting, I watched the video of this thing hitting live and noticed what appeared to be an electrical arcing along the right edge of the spacecraft wreckage after the impact. Does anyone happen to know what the power source is for this thing? RTG? Any chance of radiation leakage? I know it doesn't matter much in the middle of a military testing range in Utah, but I noticed that none of the guys on the ground are wearing any kind of shielding, even though one appeared to be checking it with some kind of scanner (geiger counter?) shortly after the impact (I'm not referring to the camera).
