No, "probably" about it. Kerry was a co-sponser of legislation that would ban semi-auto shotguns with a "pistol grip". In that legislation a "pistol grip" is defined as "any feature that could function as a grip". That gun, a semi-auto, actually has a pistol grip type stock. Hence he would ban it if he could.

Not quite, it's about the right for defense against oppression, that means government. The people who passed that law were rebels.
