The eyes of the political world were on New York Thursday as President Bush delivered his acceptance speech at the Republican National Convention. But, with foreign policy occupying center stage in a presidential election for the first time since 1972, the outcome of the election may hinge less on what the president does in New York than on what our enemies do in Kabul and Baghdad. Mr. Bush is running as the man who liberated Afghanistan and Iraq. But despite initial U.S. military victories and considerable progress toward democracy (Afghans will vote Oct. 9; Iraqis by Jan. 30), both countries face vicious insurgencies whose ultimate outcome is unknowable.

Unless Boot knows something I don't, I just don't see where this October Surprise is supposed to come from. Both Sadr City (where a huge and popular sewage line project is under construction under American auspices) and Fallujah are cordoned off. Where are these enemy troops operating out of? I don't see any way the enemy can dramatically increase the number of American dead in the next two months. Like I say, Sadr was supposed to do that, and he failed. A few car bombs, taking out a few American troops, are not going to sway the American electorate in the way Boot fears, and those are the only kinds of operations the enemy seems capable of currently.

Whether it's al Qaeda or not, I do believe some morons will kidnap Americans just before Election Day and tell the world they will kill the hostages if George W. Bush is reelected. And we all know that a decent % of swing voters are weak-minded like the Spanish public...
I think the September-October surprise would be in CONUS ... that would have the most effect ... I don't think they'll get an airplane again. Certainly not a jetliner from the USA. But they have been busy little beavers, filmimg buildings, power plants, refineries, etc.
Although the possibility exists of a Sept/Oct event. Election day is square in the sights. Bombing of polls? Snipers outside polling places?
Could be, but that's not what Boot is saying. He is clearly talking about enemy activity in Iraq or Afghanistan.
