The Navy is looking at the medals, not the Bush administration. The Navy can look into whatever they want, especially if it involves problems with Naval records that may or may not have been intentionally at issue.
I agree with you. My belief is that it is the DD214 on his website that is now in question. If someone altered that, then they broke federal law. There is no such thing as a V with a Silver Star which means the originally DD214 and this one on his website were different.
