I suppose it could be for real, but I'm betting on mass hysteria.

George Washington U. is very close by that location.
Bob Pisani of CNBCjust reported that there were noxious fumes and people had "runny eyes" and the like. Nothing serious in their estimation.
Personally, John Kerry makes me throw up.

Pepper spray release is not a prank but a crime or a defense of a crime. To sicken dozens and dozens of people...is to harm.
I hate the word casualty, the word always seems to infer death when it doesnt.
I listened to the scanner too and didn't hear a word about this matter.

But no report about the "mass casualty" situation.
Linda Vester has "John Kerry" aka Steve Bridges on. Says Teresa can tell you to "shove it" in 16 different languages. Says boy scouts are planning attacks on him and that the boy scouts are tied to the Bush.

Plus normal group hysteria. If one person gets nauseous,
it's not unusual for most in the building to follow suit.
Probably some latent tribal thing that protected humans
from bad food eons ago.
So far, this is consistent with a disgruntled employee
setting off pepper spray near an inlet duct (just in
case anyone was short of wild speculations).

Just a heads-up that the World Bank owns half-a-dozen buildings in the vicinty of 19th and I Streets (HQ is 18th and G Street).
It dosn't take much to stink up a building. Gas leak. Pyrites and acid.
