TomGuy, I'm not very savvy with the Delegates at the Convention. But can you tell me why Minnesota and Nevada "passed" on giving their electoral votes? I am totally confused about this.

Sometimes they make agreements to pass, so the candidate's state (Texas, in this case) gets to cast the 'over the top' votes that give the candidate the nomination.
